Up to now, 100% of the agencies and level 2 units of the Hanoi Capital Command have sent, received and issued non-confidential electronic documents with personal digital signatures throughout; the number of documents issued with personal digital signatures of the Command agencies reached 99.95%; the number of documents issued with digital signatures at affiliated units reached 95.7%; personal digital signatures reached over 92.5%.
In the period of 2021 - 2025, the Hanoi Capital Command has effectively applied multiple-choice test software in 11 competitions, sports, training, and testing; effectively exploited specialized software deployed by the superior vertical sector; built and deployed software for the reserve management information system; software for combat and reconnaissance missions in cyberspace; newly deployed software for managing weapons, technical equipment, and supplies and equipment serving military and defense missions; effectively applied software to support document operations on a 3D digital map platform; deployed a system of software for writing and drawing combat documents and using advanced terrain technology in defense area exercises.

The Hanoi Capital Command is considered one of the leading units in the entire army in terms of results in implementing administrative reform and digital transformation in the 2021 - 2025 period and for 3 consecutive years (2022, 2023, 2024) it has been awarded a Certificate of Merit by the Minister of National Defense.
Concluding the conference, Senior Lieutenant General Nguyen Van Hien praised the Hanoi Capital Command for being very active in implementing administrative reform and digital transformation, achieving many outstanding results, and at the same time requested that in the coming time, the Hanoi Capital Command continue to raise awareness and responsibility of Party committees, commanders at all levels and officers, employees and soldiers on administrative reform and digital transformation, identifying this as an important and regular political task, associated with the implementation of military and defense tasks. Synchronously and effectively deploy the contents of administrative reform and digital transformation; streamline the organizational apparatus, optimize work processing procedures, promote the application of information technology and digital transformation in command management, operation and serving local defense tasks.
Senior Lieutenant General Nguyen Van Hien noted that the Hanoi Capital Command must carry out administrative reforms in conjunction with the two-level local government, effectively deploy the "Digital Popular Education" movement that is flexible and appropriate to the actual situation of the unit; ensure safety and security of cyberspace; focus on building a modern, professional, transparent military administration, meeting the requirements of building a revolutionary, disciplined, elite, and modern armed force of the Capital.
