Bac Ninh: Bringing key traffic projects to the finish line on time

Resolutely remove the "knot"

The project to build a road from Voi town (now Lang Giang commune) to Nghia Hung - Tien Luc - Duong Duc (belonging to My Thai and Tien Luc communes) is a key traffic project, expected by the people to be a "lever" to expand development space, regional connectivity, and promote socio -economic development of the communes. The project is 5.68 km long with an investment of more than 161 billion VND, implemented in the period 2021-2027. By the end of August this year, the project had cleared 5.2 km of land, equivalent to nearly 92% of the total assigned area. The communes have mobilized dozens of households to hand over land 1-2 months earlier than planned.

The construction of the Golden Canal Bridge and the approach roads at both ends of the bridge connecting Bac Ninh province with Hai Phong city is being accelerated by the contractor.

However, the project still has 0.8 km of uncleared land in Lang Giang and My Thai communes due to the unverified origin of agricultural land; people have not agreed on the resettlement plan, compensation disputes, etc. Mr. Nghiem Phu Son, Vice Chairman of Lang Giang Commune People's Committee, said: "Determining land clearance is the key step to decide the progress of the project, so immediately after the merger and implementation of the two-level local government, the commune established a Steering Committee for Land Clearance to gradually remove obstacles. Regarding the agricultural land area of 25 households with unknown origin, at the end of September this year, through collecting related documents and records, the locality has verified that the land area of all the above households is agricultural land after land consolidation. The commune has conducted an inventory, assigned owners, completed the compensation plan, and is expected to complete land clearance before October 20 this year."

In September, the leaders of the Provincial People's Committee organized many inspections to check the construction progress and site clearance at a number of key traffic projects. Accordingly, they requested communes and wards to urgently coordinate to resolve site clearance problems according to the roadmap. The People's Committees of communes and wards pay attention to dialogue, make maximum use of compensation policies, and ensure the harmony of interests of households.

Similarly, My Thai commune is focusing on propaganda, explanation, and mobilizing people to agree to hand over the site soon, without affecting the construction progress of the project. It is known that up to this point, the contractor has dug the roadbed, filled the ground, and graded crushed stone for 5.2/5.68 km; paved asphalt concrete for 5/5.68 km, the total work volume of the project has reached nearly 75%.

The project to build the Golden Canal Bridge and the approach roads connecting Bac Ninh province with Hai Phong city, built in Gia Binh and Luong Tai communes, is an important traffic project to promote trade. The bridge and approach roads are 13.4 km long, with a total cost of more than VND 2.1 trillion. The project is expected to be completed in 2027. However, when implementing, there are still problems with the land in the two communes with an area of nearly 10 hectares. Identifying this as a key task, the Party Committee and authorities of Gia Binh and Luong Tai communes established a special working group to directly meet and dialogue with hundreds of households. By the end of September, more than 95% of the area had been handed over. Thanks to that, the contractor focused on machinery and construction of the main bridge piers, striving to complete the entire project by 2026.

According to the representative of the Gia Binh Commune People's Committee, initially, many households were still concerned about the compensation price for agricultural land. The commune has established special working groups to explain thoroughly, openly and transparently, creating consensus. Most people support and are willing to give up land for the project.

Not only the above two projects, many key traffic projects in the province have been and are being focused on by localities to clear the land, creating conditions for contractors to construct such as: Investment project to build Ring Road 4 in the Hanoi Capital Region (section through Bac Ninh province) to wards: Thuan Thanh, Que Vo and Gia Binh commune; investment project of provincial roads 295C, 285B, 277B in Kinh Bac ward, Tam Giang, Yen Phong, Yen Trung communes; connecting route from provincial road 292 through An Ha Industrial Park, Tien Luc commune to Northeast Ring Road, Bac Giang ward...

Strong direction from province to grassroots

In reality, site clearance remains the biggest “bottleneck” in the implementation of road construction projects. In many localities, the area of agricultural and residential land within the project scope is quite large, directly related to the interests of hundreds of households.

Immediately after having the site, the contractor accelerated the construction progress of the Capital Region Ring Road 4.

Having identified this, since the beginning of this year, the Provincial People's Committee has issued many directive documents, requiring communes, wards and functional agencies to focus on site clearance work, considering it a key political task. At the same time, the province promptly commends collectives and individuals who have completed their tasks well. Any locality that is slow in land acquisition and compensation will be held responsible before the Provincial People's Committee. The Provincial Site Clearance Steering Committee regularly inspects, urges and directly resolves difficulties at the grassroots level. At the same time, the province also pays attention to supporting resettlement and ensuring the rights of the people.

Following the direction of the province, the communes mobilized the entire political system to take part, assigning each leader directly in charge of the village and residential group to meet with households, propagate and explain compensation policies; focusing on doing a good job of direct dialogue with each household. The consistent viewpoint is publicity, transparency, ensuring that people enjoy benefits according to regulations. The policy is clear, people agree, and the progress of site clearance has been accelerated.

In particular, the Department of Agriculture and Environment and the Branch of the Land Fund Development Center in the whole province actively coordinated to support and guide communes and wards to verify the origin of land, remove land-related obstacles, and ensure accuracy to have a basis for developing land recovery plans. For example, at the end of September, Lang Giang commune completed verifying the land area of people in Hoanh Son village belonging to the project of the connecting road from Provincial Road 292 through An Ha Industrial Park, Tien Luc commune to the Northeast Ring Road (Bac Giang ward)... Thereby, determining the area that has not been granted a red book is forest land, serving as a basis for developing a compensation plan, avoiding the situation of "poor" land clearance causing delays in project progress.

It is known that recently, the leaders of the Provincial People's Committee organized many inspections of the actual construction progress and site clearance at a number of key traffic works; requested the communes and wards where the works pass through to urgently coordinate to resolve the site clearance problems according to the set plan. The People's Committees of communes and wards increased dialogue, made maximum use of compensation policies, and ensured the harmony of interests of households. The investors requested the contractors to mobilize maximum machinery and material resources, and simultaneously carry out the construction to compensate for the progress on the entire route immediately after the site clearance was available.

With the close direction of the Provincial People's Committee, localities actively remove obstacles and with the consensus of the people, we believe that key traffic projects will be completed on time, even ahead of schedule, contributing to changing the appearance of infrastructure and expanding development space for the province in the coming time.
