The Government Standing Committee agrees in principle on the Red River landscape avenue project.

The Government Office has just issued Notice No. 626 dated November 17 concluding the Government Standing Committee's meeting on the implementation of the investment project to build the Red River Landscape Avenue Axis in Hanoi.

According to the announcement, the investment project to build the Red River Landscape Avenue Axis (project) is in line with the strategic orientation for the development of the Capital and has been agreed in principle for research by General Secretary To Lam .

Hanoi City is preparing to implement a number of other important infrastructure projects such as the Olympic Sports Urban Area project, the road project connecting Gia Binh Airport with Hanoi Capital, bridges across the Red River, etc.

The projects are of special importance in contributing to the development of the Capital, the Red River Delta and the whole country, towards creating a "Red River Miracle", for the growth target of 11% in the 2026-2030 period.

The Government Standing Committee agreed in principle to study the investment project to build the Red River Landscape Avenue Axis as proposed by Hanoi city.

The project implementation must ensure the goal of "civilization, civilization, green, clean, beautiful, safe, modern, effective and worthy of international standards", effectively exploiting the ground, water surface, underground space, and overhead space, making the Red River "more gentle, peaceful, and beautiful".

At the same time, serving the needs of socio-economic development at international level, while creating many jobs for people's livelihoods, contributing to improving the spiritual and material life of the people.

The Hanoi People's Committee reviews and ensures that the project implementation is consistent with the Capital's planning, the Capital's master plan, the Red River zoning plan, and related plans, and ensures economic and social efficiency.

Investments must be made in phases and completed thoroughly, not spread out...; strive to start the project on December 19 and inaugurate it on the occasion of the 100th anniversary of the Party's founding (February 3, 2030).

Regarding specific mechanisms and policies for project implementation, the Hanoi People's Committee reviews and makes maximum use of its authority as prescribed by the Law on the Capital to decide on necessary mechanisms and policies for project implementation.

The Hanoi People's Committee only submits to competent authorities mechanisms and policies that are not yet in the current legal system in the fields of irrigation, natural disaster prevention, environment, investment, bidding, etc. At the same time, clearly explain the necessity and reasons for the proposal. Especially, do not let negativity, corruption, and group interests occur when implementing the project.

The Chairman of the Hanoi People's Committee presides over and works with the Ministers of Finance, Construction, Agriculture and Environment, Justice and relevant Ministries and branches to get opinions and reach consensus on specific mechanisms and policies that require the Politburo's opinion. Report to the Hanoi Party Committee to preside over, consider, and coordinate with the Government Party Committee to submit to the Politburo for opinions before November 20 on project implementation and policies to apply specific mechanisms and policies in current legal regulations.

Based on the opinion of the Politburo, the Government Standing Committee assigned the Ministry of Finance to preside over and coordinate with the Hanoi People's Committee and relevant ministries and branches to complete the Government's report to submit to the National Assembly for comments, and the National Assembly Standing Committee to decide according to its authority.

At the same time, the Government's draft Resolution was issued following a shortened process to institutionalize a number of specific mechanisms and policies for project implementation according to the contents approved by competent authorities. The Government approved the Resolution and reported to the National Assembly according to the provisions of the National Assembly's Resolution.

Regarding the Olympic urban sports project, it is recommended that the Hanoi Party Committee carefully review and study the necessary specific mechanisms for timely and effective project implementation, and submit them to the Politburo for comments along with the Red River Scenic Avenue Axis project.
