On the morning of November 17, at the 7th session (special session) of the 19th term People's Council of Bac Ninh province, term 2021-2026, Mr. Pham Hoang Son, Deputy Secretary of the Bac Ninh Provincial Party Committee, was elected to hold the position of Chairman of the Provincial People's Committee for the term 2021-2026, with 99/99 votes of confidence, reaching 100% of the delegates present.
At the session, the People's Council of Bac Ninh province dismissed Mr. Vuong Quoc Tuan from the position of Chairman of the Provincial People's Committee for the 2021-2026 term because he was previously assigned by the Politburo to hold the position of Deputy Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term.
In his speech accepting the assignment, Mr. Pham Hoang Son emphasized that Bac Ninh is facing new opportunities and chances, requiring each cadre and civil servant to continue to make more efforts, constantly study, cultivate, train, overcome difficulties and challenges to fulfill assigned duties and tasks.
Mr. Pham Hoang Son said that the trust and confidence of the People's Council and the people is the motivation for him to strive to contribute his best.
Mr. Pham Hoang Son affirmed that he will work with the Provincial People's Committee to seriously and effectively organize the directives, resolutions, programs and plans of the Central Government, the Provincial Party Committee and the Provincial People's Council; continue to innovate and improve the efficiency, effectiveness and efficiency of the Provincial People's Committee's operations; properly perform its duties, tasks and powers as prescribed by the Constitution and laws; firmly maintain principles, discipline and order; promote decentralization and delegation of power to enhance individual responsibility, promote collective intelligence and dynamism of each member of the Provincial People's Committee; promote the spirit of solidarity, dynamism, creativity, cooperation, create consensus and successfully complete tasks.
The Provincial People's Committee will focus on building a strong, comprehensive, honest, creative, and decisive government from the provincial to grassroots levels, serving the people and businesses; reforming administrative procedures, improving the investment and business environment in the fastest and most practical way, minimizing costs for people and businesses so that Bac Ninh is always in the top of the investment and business environment and attracting investment.
Along with that, the province focuses on prioritizing the construction of synchronous and modern infrastructure, especially multimodal transport infrastructure, expanding inter-provincial, inter-regional, inter-national connections, aviation infrastructure, logistics, and industrial infrastructure.
In the immediate future, the province will accelerate investment in key projects and works, especially the Gia Binh International Airport Project and routes connecting Gia Binh Airport to key areas; strongly promote digital transformation and innovation; develop high-tech and green industries associated with high-quality services, and prioritize the formation and development of new industries.
The province ensures national defense and security, social order and safety; ensures peace for the people and a stable environment for development; cares for people's lives; promptly resolves social issues, legitimate recommendations and reflections from people and businesses; focuses on socio-cultural development.
Mr. Pham Hoang Son was born in 1976 in Thai Nguyen province; political theory level: advanced; professional level: master of agricultural science.
Before being assigned to hold the position of Deputy Secretary of the Bac Ninh Provincial Party Committee, Mr. Pham Hoang Son held the positions of Secretary of the Phu Luong District Party Committee, Thai Nguyen Province; Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Thai Nguyen Provincial Fatherland Front Committee; Head of the Provincial Party Committee's Organization Commission, Head of the Thai Nguyen Provincial Cadre Health Care Commission.
In November 2020-December 2020, he was appointed Deputy Secretary of the Provincial Party Committee, Standing Deputy Secretary of the Thai Nguyen Provincial Party Committee.
From December 2020 to February 2025, he was the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Thai Nguyen province.
From February to June 2025, Mr. Pham Hoang Son held the position of Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Secretary of the Party Committee of the Party agencies of Thai Nguyen province.
From July 2025 to present, he has held the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Thai Nguyen province.
In Decision No. 2522 dated November 14, 2025 of the Party Central Committee Secretariat and Official Dispatch No. 18902 dated November 14, 2025 of the Party Central Committee Office, the opinions of the Politburo and the Secretariat were announced on the transfer and appointment of Mr. Pham Hoang Son to hold the position of Deputy Secretary of the Bac Ninh Provincial Party Committee and introduced to the People's Council to elect him as Chairman of the Provincial People's Committee for the 2021-2026 term./.
