Focus on investment in development and urban upgrading

Chau Thanh A district develops its economy in a sustainable manner based on the exploitation of the district's potential and advantages, based on four main pillars: Industry, agriculture, urban areas and tourism. To better understand the urban development direction of the district, Hau Giang Newspaper reporters interviewed Mr. Le Hoang Nhan (photo), Vice Chairman of Chau Thanh A District People's Committee.

Could you tell us about the development orientation of the district in the coming time?

- The economic structure of Chau Thanh A district develops on the basis of exploiting the potential and advantages of the district, based on 4 main pillars: Industry, agriculture, urban and tourism. Focus on producing the district's strong agricultural products according to the value chain, adapting to climate change, meeting market demands; building advanced new rural communes and civilized urban areas; developing agricultural tourism and community tourism, focusing on service quality; developing green urban areas; ensuring the quality of human resources; promoting the application of science and technology transfer; developing processing, manufacturing and renewable energy industries.

The spatial orientation of the district development is the "Cluster-Line Concentrated Development Model" with the characteristics of development in each "cluster" including urban - service - industrial centers and connected to existing and planned economic corridor "lines". Urban, service and industrial clusters, including a number of urban areas (existing or planned to develop) combining service or industrial functions, are linked together to act as the center and main driving force for the development of sub-regions.

Forming 2 sub-regions, linked together by economic corridor axes. Sub-region 1 is the urban, industrial, commercial and service development area, which is a highly urbanized area due to the strong impact of 4 town centers of the district: Mot Ngan town, Cai Tac town, Rach Goi town and Bay Ngan town. Sub-region 2 is the agricultural development area, high-tech aquaculture and river and garden eco-tourism. The advantage of the model is to identify key areas, urban - service - industrial clusters and key economic corridors as the main driving force, thereby having a priority development plan for these areas to avoid spreading investment and lack of focus for all areas in the district.

Currently, Chau Thanh A district has achieved the criteria of a new rural district and has gradually invested in developing social infrastructure and urban technical infrastructure towards the goal of achieving the criteria of a type IV urban area for Cai Tac town in the period of 2025-2030. Developing residential areas and urban-industrial projects, at the same time developing some more urban areas along the Hau River, areas along traffic axes associated with industrial development areas, resort tourism, eco-tourism, agriculture to create momentum for economic development, serving tourism...

Based on Resolution No. 04 of the Provincial Party Committee on industrial, agricultural, urban and tourism development of Hau Giang province, for the period 2021-2025 and the following years, what specific tasks has the district implemented in the urban sector?

- The District Party Committee issued Program No. 92 on January 24, 2022 and the District People's Committee has concretized it into a plan for implementation. The district will focus on implementing a number of key contents such as prioritizing public investment capital, district budget capital and attracting investment to gradually form new urban areas with modern landscape architecture, synchronous technical infrastructure and social infrastructure to gradually complete the criteria for a type IV urban area of Cai Tac.

Orientation of planning for the development of district traffic infrastructure connecting urban areas with industrial parks, connecting with Can Tho city to take advantage of the province's investment capital to create clean land funds, at the same time combining land planning on both sides of the roads to develop urban areas and residential areas through land recovery, conversion of land use purposes and selection of investors to develop urban areas, trade, services, creating revenue for the budget to continue investing.

Step by step build and complete the urban social infrastructure system, meeting the living needs of the people. Pay attention to the development of urban areas, residential areas, resettlement, social housing and commercial and service sectors serving industry. Build a system of cultural, sports, medical, educational - training infrastructure and other social infrastructure compatible with the population size, meeting the criteria for urban standards according to regulations...

Chau Thanh A district urban area is increasingly renewed and spacious.

Could you tell us about the urban beautification work to celebrate the 20th anniversary of the province's founding and the New Year of the Dragon in the district?

- According to the plan, Chau Thanh A district will carry out urban beautification work; arrange the order of buying and selling; clean the environment, clear bushes; repaint agencies and repair degraded rural traffic routes in the district to celebrate the 20th anniversary of the establishment of Hau Giang province, welcome the New Year and the Lunar New Year of Giap Thin in 2024. Specifically, the district is deploying the campaign to maintain, care for, and trim trees on 3/2 Street, 30/4 Street, Nguyen Trung Truc Street, Bon Tong - Mot Ngan Street, National Highway 61C...; maintain and repair the public lighting system, decorative lighting system at Xa No embankment park; decorate with flower lights and miniature landscapes on the roads; check and handle households buying and selling, and businesses encroaching on corridors and sidewalks at markets in the district; organize tree trimming, clear bushes on the roads to ensure clear visibility and traffic safety...

Accordingly, the District People's Committee assigned the district departments, branches and sectors and the People's Committees of communes and towns to coordinate in implementing urban beautification work, gradually building a civilized urban lifestyle and a healthy living environment, contributing to building Chau Thanh A district to be increasingly "bright, green, clean, beautiful, orderly and civilized", creating conditions for people to enjoy spring and welcome the New Year in a warm and peaceful atmosphere.
