(Haiphong.gov.vn) – On the morning of October 4, under the chairmanship of Chairman of the City People's Committee Nguyen Van Tung, the City People's Committee held a regular meeting in September 2024 to evaluate the results of socio-economic tasks in September and the first 9 months of 2024; discuss directions, tasks and solutions for the coming time. Attending the meeting were Vice Chairmen of the City People's Council and People's Committee; leaders of Departments, branches, units; leaders of districts. The meeting was held online connecting with district and county bridges in the city.

According to the assessment report of the Department of Planning and Investment, the city's socio-economic situation in September and the first 9 months of 2024 continued to be stable and developed, with some key economic indicators continuing to grow compared to the same period. The city's investment and business environment continued to improve. The effectiveness of a series of investment promotion activities has brought positive results in attracting foreign investment. The commencement and inauguration of a number of large works and projects contributed to raising the position and opening up space and development space for many socio-economic sectors of the city. The cultural, social and environmental sectors continued to receive attention; social security was ensured. The value of the World Natural Heritage Ha Long Bay - Cat Ba archipelago was initially promoted well. Politics and society were stable, national defense and security, social order and safety were maintained. Foreign affairs, international integration and regional linkages were promoted.

However, in September 2024, due to the impact of Storm No. 3, industrial production activities in industrial parks and clusters and in the area were all suspended for a period of time, causing delays in the progress of goods shipments, the manufacturing and processing industry index grew low, leading to the industrial production development index IIP in September 2024 estimated to grow low at 3.48% compared to the same period (this is the lowest growth month since the beginning of the year). At the same time, the impact of Storm No. 3 caused damage to people and property. According to preliminary statistics, there were 02 deaths; 67 injuries; 01 soldier died while on duty to help people overcome the consequences of the storm; Storm No. 3 damaged: 11,870 houses, 64 defense works, 603 schools, 237 medical facilities, 1,046 cultural works, historical and cultural relics, 23,342 hectares of rice fields, 2,978 hectares of crops and vegetables, 695,230 ornamental plants and flowers, 7,192 hectares of forest, 124,724 fallen trees, ... The total estimated damage caused by Storm No. 3 in the city is more than 12,249 billion VND.

Chairman of the City People's Committee Nguyen Van Tung emphasized: to maintain the double-digit level, it is necessary to focus on and speed up the progress of public investment projects, non-budget investment projects, and promote production and business activities.

To complete the set targets and tasks while the fourth quarter of 2024 still faces many difficulties and impacts after the impact of Storm No. 3, Chairman of the City People's Committee Nguyen Van Tung emphasized: In 2024, the city sets a target of GRDP increasing from 11.5 - 12% compared to 2023, while in 9 months it only reached 9.77%. Therefore, to promote economic growth in the last months of the year, determined to maintain a double-digit level, it is necessary to focus on and accelerate the progress of public investment projects, non-budget investment projects, and promote production and business activities. Departments, branches, and localities, especially units with a disbursement rate of public investment capital lower than the city's average, need to be proactive, focused, and pay the highest attention to this task, and at the same time urgently disburse funds for completed projects. Departments and branches speed up the order and procedures for investment projects. Districts and towns accelerate the progress of site clearance according to the set plan, proactively report and propose to the city leaders, relevant departments and branches to promptly resolve difficulties. Regarding the task of budget collection, although it achieved high results compared to the same period, the Chairman of the City People's Committee requested not to be subjective, in which the Tax sector reviewed tax revenues, localities accelerated the progress of land use rights auction projects... In addition, Departments, branches and localities implemented tasks in the spirit of direction of the City People's Committee to continue to relocate households living in old and degraded apartment buildings, especially in Ngo Quyen, Le Chan, Kien An and Hong Bang districts; carefully prepare the content of the public investment plan for the period 2026-2030.

The Chairman of the City People's Committee requested departments, branches and localities to be more urgent in collecting statistics and proposing support plans to overcome the damage caused by storm No. 3.

Regarding post-storm damage recovery, the city is proactive, timely directs, adjusts and arranges capital sources. The Chairman of the City People's Committee requests that Departments, branches and localities be more urgent in statistics and proposals, especially for the recovery of severely damaged works and support for damage in the agricultural sector. The city plans to balance and arrange additional capital sources, entrusting the Hai Phong Branch of the Social Policy Bank to provide loans, prioritizing households and individuals in the agricultural production sector that have suffered damage after the storm./.
