Facilities in Giong Trom district have registered in the district-level land use planning for the period 2021 - 2030 approved by competent authorities, but up to now, they have not carried out procedures to convert land use purposes due to not ensuring effective environmental treatment of emissions during operation, except for 6 coal sintering production facilities in Phong Nam commune that are not in accordance with land use planning because they are located in the Phong Nam Industrial - Handicraft Cluster planning area. 4 facilities in Binh Dai district proposed to stop operations, however, considering the facilities investing in emission treatment systems, they will consider adjusting and including them in the planning. 2 facilities in Chau Thanh district: 1 facility will be forced to stop operations and relocate if they do not invest in a standard emission treatment system, 1 newly-arrived facility will be forced to return the original land status according to land use regulations.
According to Deputy Director of the Department of Agriculture and Environment (DARD) Vo Van Ngoan, there are still limitations in the management and resolution of coal sintered gas pollution due to the following reasons: Technologies and facilities for treating smoke emissions in many facilities have degraded, are overloaded, are not cleaned, renovated, or operated regularly. Some existing models and improved technologies for treating gas emissions, although effective in significantly reducing gas pollution, have not really brought about stable results and need to be further improved and adjusted.
On the other hand, the technical standards applied to industrial emissions in the coming time will be more stringent, requiring more effective emission treatment technology. Therefore, facilities are still hesitant and slow to implement renovation and investment in improved emission treatment technology models, especially small-scale household facilities. Consideration of changing occupations is less concerned because this is a long-standing occupation, taking advantage of locally available raw materials, and the labor force does not require high qualifications.
Vice Chairman of the Provincial People's Committee Nguyen Minh Canh recently chaired a meeting to listen to reports from relevant provincial departments, units and localities on the situation and progress of environmental pollution treatment at coal sintering facilities in the province.
