On the morning of November 27, the Provincial People's Committee held a regular meeting in November to assess the socio-economic situation in November; directions and tasks for December. Socio -economic development maintained stable

In November, the Provincial People's Committee continued to resolutely direct the work of restoring production, business and stabilizing people's lives after the impact of storms No. 10 and 11; at the same time, focusing on implementing socio-economic development tasks to continue maintaining stability; many areas achieved positive results, creating an important foundation for completing the 2025 goals.

Agricultural, forestry and fishery production maintained growth; completed the harvest of the Summer-Autumn crop and deployed the Winter-Autumn crop production. Industrial production value in November reached over 3,077 billion VND, accumulated in 11 months reached over 30,195 billion VND, up 21.8% over the same period. Trade, service and import-export activities flourished; import-export turnover in November reached 64.8 million USD, accumulated in 11 months reached 961 million USD, exceeding nearly 25% of the plan, increased by more than 91% over the same period last year. Tourism continued to be a bright spot with over 325,000 visitors to the province in the month, accumulated in 11 months reached over 3.5 million visitors, total revenue over 9,639 billion VND, reaching 102% of the yearly plan. Total state budget revenue reached 467 billion VND, accumulated in 11 months reached more than 6,019 billion VND, exceeding the plan assigned by the Central Government. The credit sector maintained growth, total outstanding debt reached 76,500 billion VND.

Investment attraction recorded positive changes with 34 new projects approved for investment policies, with a total registered investment capital of over VND 13,675 billion, including 3 FDI projects. The province also had 677 new enterprises and 70 newly established cooperatives. The cultural and social sectors received attention and direction; the province started construction of 5 inter-level boarding schools in border communes. The health sector examined and treated over 1.6 million people; the health insurance coverage rate reached 95.9%. Employment work achieved high results, with over 4,000 jobs created in November, and 44,432 new jobs were created in 11 months, exceeding the plan by more than 5%.

Science and technology activities and digital transformation have made new progress. The province has deployed 62 topics and projects; organized 8 training courses on digital infrastructure, AI and digital skills for commune-level officials; signed a digital transformation cooperation agreement with VNPT Group. National defense, security and foreign affairs have been maintained; social order and safety have been stable; many international cooperation activities, especially with Chinese localities, have continued to be maintained and expanded.

Many difficulties and limitations need to be overcome

Although the socio-economic situation has maintained development and had bright spots, the risk of African swine fever outbreaks remains, and some localities are still confused in controlling the disease in livestock and poultry. Total retail sales of goods and service revenue decreased compared to the same period; purchasing power recovered slowly, and the market for agricultural and industrial products still faced many difficulties.

In particular, the slow progress of public investment disbursement has greatly affected economic growth; many procedures are slow to implement, compensation and site clearance are still stuck, affecting construction progress and investment attraction. Some important revenues such as revenue from FDI enterprises, environmental protection tax, land use fees, mineral exploitation rights, etc. have achieved low progress. Land procedures and financial obligation records are still slow to be processed.

School facilities in many localities are still lacking and degraded; the solidification of schools is slow to be completed, affecting the quality of teaching and learning. In addition, the management of natural resources and minerals is still limited; procedures after the auction of mineral exploitation rights are slow, affecting the implementation of projects.

Focus on completing key tasks by 2025

At the meeting, leaders of departments and branches reported on the progress of implementing the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee in 2025, and the key tasks to be implemented in December. At the same time, they affirmed that the functional branches will strive to overcome difficulties and actively coordinate to complete the key tasks assigned during the year.

The Standing Committee of the Provincial People's Council and the Provincial People's Committee contributed many opinions to the leadership, direction, and implementation of the tasks of November and the direction of December. The delegates also gave their opinions on the draft Resolutions of the Provincial People's Council submitted by the Provincial People's Committee to the 2nd Session of the 19th Provincial People's Council for consideration and approval.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc emphasized that in December, departments and branches will continue to carry out assigned tasks to complete the highest level of targets and plans for 2025. In which, focusing on a number of key tasks is to complete the provincial planning in the new development space after the merger; determinedly and drastically ensure investment procedures to prepare for the commencement of projects and complete construction of works to inaugurate to welcome the 14th National Congress of the Party; departments and branches will receive comments and complete the draft reports of the Provincial People's Committee to submit to the 2nd Session of the 19th Provincial People's Council.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested investors to make efforts to implement projects, speed up the disbursement of public investment capital - this is a prerequisite task in socio-economic development tasks; not to let the shortage of construction materials and the increase in prices of common construction materials affect project progress. The Department of Finance reviews the expenditure estimates of departments and branches to avoid waste; actively arranges and handles redundant agency headquarters after mergers. Leaders of departments and branches pay attention to strictly implementing the declaration of personal assets; actively implement the policy of building social housing for low-income people; carefully prepare the contents to serve the working program of the Provincial People's Committee with the Standing Committee of the Provincial Party Committee.
