
On the morning of July 17, Hai Phong City Tax Department held a conference to review tax work in the first 6 months of 2025; deploy tasks and solutions for tax work in the last 6 months of 2025.

In the first 6 months of 2025, the total domestic budget revenue of Hai Phong City Tax reached 58,383 billion VND, equal to 78.2% of the ordinance estimate, 70.3% of the target, 137.7% over the same period. In which, the Dong Hai Phong area collected 41,386 billion VND, equal to 81.1% of the ordinance estimate, 75.2% of the target, 138.6% over the same period.
Tay Hai Phong collected 16,997 billion VND, equal to 71.8% of the ordinance estimate, 60.7% of the target, 135.6% over the same period. Land use fee collection reached 23,969 billion VND, equal to 91% of the estimate, 164% over the same period; land rent collection reached 798 billion VND. Compared to the ordinance estimate, 13/19 targets reached and exceeded the average collection rate (50%) or more.
Hai Phong Tax leaders said that in the past 6 months, the tax sector has implemented the conversion from a functional management model to a combined functional management model; focused on disseminating new tax policies in various forms, speeding up the progress and quality of inspection, examination, anti-loss work, strictly controlling value-added tax refunds, and enhancing debt collection. At the same time, focusing on administrative procedure reform, digital transformation, support, and facilitation to help people and businesses develop production and business, creating momentum for economic growth, contributing to increasing state budget revenue. Some tasks that have been highly focused on are electronic invoices generated from cash registers; standardizing personal tax code data according to Project 06; reviewing and standardizing tax registration information of organizations...; collecting tax debts; tax inspection, and preventing state budget loss.

At the conference, units under the Hai Phong City Tax Department presented their opinions and discussions on the recent operations. They also reflected on some difficulties and problems in revenue structure; facilities; computer equipment and connection infrastructure; handling administrative procedures, online public services in the tax sector; and the abolition of the tax inspection function...
Speaking at the direction, comrade Tran Van Quan, Vice Chairman of the City People's Committee emphasized: in the results of implementing the city's socio-economic targets in the first 6 months of 2025, there is a significant contribution from Hai Phong City Tax. However, the task in the last 6 months of the year is still very heavy and difficult, especially for the new Hai Phong City after the merger with the target of striving for domestic revenue assigned by the City Party Committee of 83,000 billion VND.
The Hai Phong City Tax Department continues to promote propaganda, dissemination, and implementation of the 4 "Pillar Resolutions" of the Politburo , including Resolutions No. 57, 59, 66, and especially Resolution No. 68 on private economic development. In addition, closely following the leadership and direction of the City Party Committee, People's Council, City People's Committee, and Tax Department, proactively analyzing revenues and taxes, promptly proposing to the city tasks, solutions, and budget collection scenarios for the last 6 months of 2025, striving to complete the budget collection target for the whole year of 2025; proactively advising the City People's Committee to organize and well implement the tasks of the Steering Committee against budget loss of the city to ensure effective operation, increase revenue, prevent revenue loss and tax arrears.

The Vice Chairman of the City People's Committee requested Hai Phong City Tax Department to effectively coordinate with departments, branches, sectors and units in revenue management in the area; lead and direct the effective implementation of tax management, including developing and effectively implementing projects to combat revenue loss, strictly handling acts of invoice fraud, VAT refund fraud, and tax evasion to deter and warn in order to minimize tax violations.
It is necessary to evaluate and identify new revenue sources and revenue sources with potential for development; promptly detect areas with revenue losses, especially in the field of e-commerce; strengthen inspection and examination, especially in areas with large potential and high tax risks; continue to strengthen administrative reform, modernize the tax sector, apply information technology, digital transformation to facilitate businesses and taxpayers, improve the business environment, enhance competitiveness, contributing to attracting more and more large enterprises and economic groups to invest in production and business in the area to create potential for socio-economic development of the city.
