Focus on overcoming flood consequences, urgently responding to storm No. 15

On the morning of November 26, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Steering Committee for Civil Defense, chaired a meeting directly connected online with provinces and cities on emergency response to storm No. 15 (storm KOTO).

Urgent update information

Speaking at the opening of the meeting, Deputy Prime Minister Tran Hong Ha expressed his deep sympathy with the families whose loved ones died due to storms and floods and the difficulties and hardships of the people, military forces, police, local authorities, ministries and branches in their efforts to overcome and overcome the consequences of the recent floods.

Meanwhile, storm No. 15 has formed and its direction is still very unpredictable, and needs to be closely monitored. In the context of "storm on flood, flood on flood", the risk of many types of natural disasters is very high. The Deputy Prime Minister requested ministries, branches and localities to absolutely not be subjective, and to start preparing for response with a sense of responsibility and seriousness.

Localities urgently update information, make accurate forecasts and activate all regulations related to vessel management, not allowing operations in dangerous areas.

For areas at risk of landslides, the Deputy Prime Minister requested maintaining the scenario of responding to natural disaster risks at level 4, especially in mountainous areas; continuing to deploy forces to ensure people's safety and re-evaluating flood, flash flood, landslide and geological disaster maps of 34 provinces and cities.

The Ministry of Agriculture and Environment , scientific agencies and hydrometeorological forecasting agencies review, adjust and complete flood maps, ensuring information is updated to commune and ward levels so that local authorities and people can proactively prevent and avoid.

The Deputy Prime Minister also requested an assessment of the causes of recent flash floods and landslides, distinguishing between natural and human factors, and drawing lessons to protect people's lives.

Regarding the hydroelectric reservoir operation process, the Deputy Prime Minister requested to review the responsibility of reservoir owners and inter-reservoir processes, ensure timely information to downstream areas, and have control and regulation measures.

In natural disasters, the Deputy Prime Minister requested clear regulations on mechanisms and means of communication from the central to local levels, from the province to the commune, down to the hamlet and each household to ensure that people receive timely disaster warnings and have time to move to a safe place.

The Office of the National Civil Defense Steering Committee coordinates with the Ministry of Agriculture and Environment to develop a response plan framework for each level of natural disaster and organize annual drills, especially in areas prone to flash floods, landslides, and landslides.

The Deputy Prime Minister requested ministries, sectors and local authorities, especially those that have just suffered natural disasters, to immediately implement the assigned instructions and tasks. At the same time, ministries and sectors must coordinate with research institutes and scientific agencies on irrigation, meteorology and water resources management to grasp the situation, accurately assess water-related risks, thereby controlling well and minimizing damage to the people.

The Deputy Prime Minister emphasized: "This is an important and difficult time, requiring all units to coordinate closely to ensure effective disaster prevention and control work."

Storm No. 15's stay at sea is unusually long.

Previously, reporting at the meeting, Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that on the evening of November 25, the low pressure area in the central Philippines intensified into a storm; that night, it entered the East Sea and became storm No. 15. At 8:00 a.m. on November 26, storm No. 15 was at level 8, gusting to level 10, about 400 km east-northeast of Truong Sa archipelago.

With four different weather patterns operating from the Indian Ocean, the Bay of Bengal to the Northwest Pacific, the movement of storm 15 is more complicated. International forecast models indicate that the main trend of storm No. 15 will pass through the North of the Hoang Sa archipelago and then change direction to the North, with little possibility of moving into the coastal areas of Gia Lai, Dak Lak, Lam Dong and Khanh Hoa provinces - which have suffered heavy damage from the recent floods.

There is a 70-80% chance that the storm will increase in intensity in the next 2 days, but the increase will not be large, reaching a maximum of level 10-11 when approaching the northern area of ​​Truong Sa archipelago, gusting to level 13-14. After November 29-30, the storm tends to weaken rapidly due to encountering cold air, dry air and sea areas with low temperatures below 26°C. Storm No. 15 may reduce to a tropical depression, or even return to a low pressure area.

A notable feature is that the duration of Storm No. 15 at sea is unusually long, about 4-5 days, because it is located between two air pressure systems in the West and East and moves very slowly, only 20 km/h on November 26 and can decrease to 5-10 km/h. Therefore, strong winds and large waves in the central East Sea, especially around Truong Sa - Hoang Sa, can last until December 1. Waves are forecast to be 5-7 m high and accompanied by thunderstorms.

In the main scenario (70% probability), storm No. 15 will change direction when it is about 450-500 km from Khanh Hoa - Gia Lai around November 30. Strong winds on land are considered unlikely. Rain may appear from Da Nang to Lam Dong on December 1-2, with rainfall of about 50-100 mm, concentrated in coastal areas.

Worst scenario (20% probability), storm No. 15 makes landfall in the South Central region, with low pressure intensity, weak winds and rainfall of about 150-200 mm, mainly along the coast.

The Center for Hydro-Meteorological Forecasting recommends warnings of strong winds affecting boats, rafts and aquaculture at sea; and the risk of flash floods and landslides due to the ground being saturated after the recent floods.

Further assessing storm No. 15, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that the Ministry of Agriculture and Environment is continuing to closely coordinate with units to update and provide information and forecast bulletins on November 28, which is determined to be a highly accurate milestone to serve command and control.

Urgently prevent and fight epidemics and treat people

As the locality that suffered the most severe damage in the recent floods, speaking online at the meeting, Vice Chairwoman of Dak Lak Provincial People's Committee Ho Thi Nguyen Thao said that the locality is focusing on emergency relief, temporary accommodation support, environmental sanitation, epidemic prevention and control, and production recovery. The locality has also received 4,000 tons of rice and 650 billion VND in support from the Government, and issued regulations to support poor households with 3 million VND/household, and other damaged households with 1.5 million VND/household.

The province proposed to continue to be supported with plant varieties, educational and medical equipment, and additional resources to restore production infrastructure; will coordinate with Gia Lai to regulate the operation of reservoirs in the Ba River basin, deploy orders to operate hydroelectric reservoirs, and ensure the safety of ships and boats as storm No. 15 is approaching.

At the meeting, Chairman of Khanh Hoa Provincial People's Committee Tran Phong said that the locality has implemented the Central's direction to receive support sources, ensure food, food, environmental sanitation...; at the same time, issued a number of support policies: 1 million VND/person who had to be relocated; 60 million VND/household whose house completely collapsed; 500 thousand VND/student; opened 0 VND stalls, price stabilization points to prevent speculation and price increases. Up to this point, remedial activities are being implemented according to plan, striving to stabilize people's lives soon.

Regarding the response to storm No. 15, on the morning of November 25, the Khanh Hoa Provincial Civil Defense Command held a meeting and proposed measures for 3 scenarios: storm, flood and landslide. The preparation work was specifically assigned: forces, vehicles, food, time to move teams to vulnerable areas; directing localities to strictly implement the "4 on-site" motto, drawing on experience from the recent flood to better coordinate.

Reporting to the Deputy Prime Minister, the representative of Gia Lai province's leadership said that in order to prepare for storm No. 15, Gia Lai has implemented a plan to evacuate households from areas at risk of flooding or strong winds; 100% of boats have been notified and asked to take shelter safely; strictly implementing the "4 on-site" motto; necessities are concentrated in one place for distribution to each deeply flooded and long-flooded area.

Lam Dong province leaders said that the province is submitting to the Central Government for allocation of 5,570 billion VND and 1,000 tons of rice to urgently repair infrastructure, restore and stabilize people's lives; and propose a mechanism to support exemption and reduction of land use fees for households moving to resettlement areas.

At the meeting, Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the People's Army, said that the Minister of National Defense had directed Military Region 5 to learn from experience in deploying and using forces and equipment to prevent and combat the recent historic storm and flood.

After the first mobilization, a number of officers and soldiers were given a rest, while additional troops were added, and priority plans for overcoming the consequences of the flood were reviewed, including spraying disinfectants in residential and public areas, coordinating with the police to ensure security and order, supporting the restoration of public facilities, schools, hospitals and housing for people, helping public units to soon resume operations.

The Ministry of National Defense proposed to strengthen communication work quickly, accurately, and appropriately to the natural disaster situation and organize training on prevention and response skills for people. Localities coordinated with the army to review and synthesize effective means and equipment during the recent flood to report to the National Civil Defense Steering Committee and supplement in a timely manner. Military medical forces and chemical troops were also strengthened to prevent and fight epidemics and provide medical examination and treatment for people.

Regarding storm response No. 15, coastal military regions (3, 4, 5, 7, 9) have increased their combat readiness, maintained the number of troops on duty according to regulations, coordinated with localities and the Border Guard to notify and guide ships to safe areas. Military units reviewed plans to mobilize forces and vehicles, ensuring absolute safety for officers and soldiers when moving during storms, floods and landslides...

Deputy Minister of Health Vu Manh Ha said that the Ministry of Health has assigned regional institutes and hospitals to provide professional and technical support, assess damage caused by storms and floods in four provinces; transfer 9 tons of disinfectant chemical Cloramin B, 250,000 water disinfectant tablets (Aquatabs) and 3,000 bags of essential medicine, totaling 3.6 billion VND to Gia Lai, Khanh Hoa and Dak Lak. Four major Health Departments (Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh...) were assigned to directly support the provinces in disease prevention and control, and provide medical examination and treatment for people.
