In the first quarter of 2023, the province's economic growth rate is estimated at 2.63%, ranking 52/63 provinces and cities nationwide; ranking 12/13 provinces and cities in the Mekong Delta region. There are 9 indicators reaching over 80%, many indicators increased compared to the same period.

The conference focused on discussing solutions for economic growth, revenue growth and public investment disbursement. Director of the Department of Finance Vo Van Phu said that by the end of April 12, 2023, the total state budget revenue in the area reached 1,660 billion VND, equal to 30.8% of the central budget estimate and 29.9% of the local budget estimate. With this collection progress, in the first 3 months of 2023, all spending needs and tasks were met according to the budget estimate assigned at the beginning of the year. Some revenue items accounting for a large proportion of the total state budget revenue in the area achieved high rates such as: lottery, personal income tax, foreign-invested enterprises.

However, according to Director of the Department of Finance Vo Van Phu, the state budget collection situation in the second quarter of 2023 as well as the whole year of 2023 will be more difficult, especially the environmental protection tax collection in the first quarter of 2023 was very low, estimated at 506 billion VND but so far only reached 46 billion, equivalent to 9% of the estimate. The reason is due to tax arrears, difficult business operations of petroleum trading units; the policy of reducing environmental protection tax on gasoline and oil output from 4,000 VND to 2,000 VND/liter, so the collection results from this field are low.

“The state budget revenue plan for 2023 is over 7 trillion VND. However, the province's estimated revenue for 2023 is 5,558 billion VND, so the possibility of a revenue shortfall is quite large. Therefore, the problem is to find practical, effective, and feasible solutions suitable to the province's conditions, assigning tasks and solutions to each department, branch, and locality to take the lead and implement drastically...", said Director of the Department of Finance Vo Van Phu.

Director of the Provincial Tax Department Vo Van Thanh said: Some expected sources of increased revenue include: wind power projects, land use fees, land rent, lottery, enterprises, individual business households, e-commerce, resource exploitation, minerals, environmental protection, etc. Currently, the Provincial Tax Department is managing 16 wind power enterprises. However, only 3 enterprises have revenue, of which only 2 enterprises have generated value added tax payable. For wind power plant projects that have been completed but not yet connected or have been connected but have not yet generated revenue (waiting for prices) and some unfinished projects that are still being implemented, the Director of the Provincial Tax Department proposed that the Provincial People's Committee have solutions to support enterprises to soon come into operation, in order to exploit revenue sources, contributing to increasing revenue for the State budget in 2023. If the wind power plant projects come into operation, with a total capacity of 367.1 MW, the estimated price according to the project is 1,950 VND/kwh, the value added tax generated will be about 179 billion VND/year (excluding input value added tax).

In addition, the Director of the Provincial Tax Department, Vo Van Thanh, proposed that the Provincial People's Committee direct the People's Committees of districts and cities to urgently handle public houses and lands that are not in use in 2023. At the same time, direct the People's Committee of Binh Dai district to urgently hand over resettlement land for Phu Thuan Resettlement Area. In the management process, focus on nurturing revenue sources with large tax payable, especially the group of 20 leading enterprises in tax payment. Continue to coordinate and effectively implement the program "Dong Khoi Startup and Enterprise Development" of the Provincial Party Committee. Organize and effectively implement policies on tax exemption, reduction, extension, fee, land rent, etc. according to the regulations of the Central Government; effectively implement policies to support enterprises, contributing to nurturing sustainable revenue sources. Advise the Provincial People's Committee to direct branches and levels to coordinate and mobilize enterprises, especially branches of enterprises headquartered outside the province but regularly operating in production and business in the province, to declare taxes, pay taxes, and contribute to the provincial budget.

Synchronize solutions

Director of the Department of Industry and Trade Nguyen Van Be Sau said that the department is promoting trade to other countries, advertising and supporting businesses to connect and consume products. Including promoting official coconut exports to China. Regarding wind power, for projects waiting to connect to the grid, the Department of Industry and Trade will actively coordinate and support businesses to connect to the grid according to instructions. Regarding petroleum activities, there are 17 key enterprises supplying gasoline to the province, of which only 6 enterprises pay taxes to the province. The Department of Industry and Trade requested provincial leaders to coordinate and mobilize the implementation of solutions to ensure revenue sources; pay attention to market management, contributing to increasing local budget revenue.

Opinions from leaders of departments and branches clearly stated that many revenue sources are feasible in 2023. Accordingly, it is expected that there will be revenue from land plots to be auctioned of 170 billion VND. The Department of Natural Resources and Environment is actively implementing. Regarding the results of implementing key works and projects, it is expected that by June 2023, the infrastructure of Phu Thuan Industrial Park will be constructed. As for ODA investment projects, we will try to disburse drastically.

Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son stated that, through the review of the first quarter of 2023, the group contributing the most to the budget is enterprises, of which the garment industry contributes very much. Therefore, it is necessary to pay attention to care, support, and promptly remove difficulties for enterprises. Note to focus on site clearance for key projects and works, including urban projects and ODA projects.

Chairman of the Provincial People's Committee Tran Ngoc Tam said: There are two urgent issues, one is saline intrusion, although it has decreased, we must not be subjective but proactively prevent it. Regarding the decrease in coconut prices that has lasted for more than a year, negotiations for official coconut exports to China are being promoted and accelerated. Coconut industry enterprises are shifting to cooperation and development in this potential market.

According to Chairman of the Provincial People's Committee Tran Ngoc Tam, in the context of many difficulties in the second quarter of 2023 and until the end of 2023, there is a consensus that we must try to overcome them. Focus on submitting for approval of the provincial planning associated with investment promotion; focus on clearing the site of Rach Mieu 2 bridge; Phu Thuan Industrial Park, ready to hand over land to investors. Take steps to have new investors for the waste treatment plant project. Focus on key projects, especially urban projects, considering this an important source of revenue. Start construction of the Green Hydrogen Plant. Pay attention to increasing budget revenue from expected revenue sources...

In the first quarter of 2023, agricultural production had a growth rate of 3.02%, compared to the national growth rate of 2.52%. The value of industrial and handicraft production is estimated at VND 9,300 billion (2010 comparable prices), up 3.91% over the same period, reaching 23.48% of the plan. Total retail sales of goods and consumer service revenue reached VND 15,542 billion, up 8.54% over the same period, reaching 25.07% of the plan. Import-export activities were maintained, the export market was relatively stable. Export turnover reached 320.7 million USD, down 14.22% over the same period and reaching 18.86% of the plan.
