In recent years, implementing the Party's guidelines and resolutions, the State's policies and laws, the Party committees and authorities at all levels in the province have paid attention to leading and directing the management of mineral resources in general and minerals used as common construction materials (sand, gravel, soil, stone) in particular and achieved positive results. Awareness and sense of law compliance of cadres, Party members, civil servants, public employees, people and enterprises in the province have been raised. Inspection, examination and handling of violations in the field of mineral exploitation have been strengthened. State management in this field has gradually become regular; basically meeting the source of raw materials for the construction of technical infrastructure for key projects and works, contributing to increasing budget revenue, creating jobs for workers, and promoting socio-economic development of the province.

In addition to the achieved results, the management of sand, construction materials, and landfill materials exploitation in the province still has limitations such as: some Party committees and authorities at the grassroots level are still lax in leadership and direction, leading to illegal exploitation, causing loss, waste and negative impacts on the environment, affecting local security and order, especially sand and gravel exploitation.

Coordination between departments, branches and localities is still not close and lacks synchronization, especially in planning, management, licensing, exploration, exploitation, use and processing of minerals and in inspection and examination activities.

The establishment, appraisal and implementation of investment projects related to the use of land resources for construction of VLSL have not fully anticipated the situation; the licensing of exploration, planning of land mines, and auctioning of land mines for land leveling still have some problems and are not suitable but are slow to be resolved.

Currently, in the province, there are many key projects and works being implemented, the demand for minerals for construction materials and building materials is very large, but ensuring supply is still facing many difficulties.

To strengthen the Party's leadership in the management of sand, gravel, construction material and construction material exploitation in the province, and at the same time to be more proactive in using material sources for key projects and works as well as the construction needs of organizations and individuals in the province in the period of 2024 - 2025 and the following years, the Standing Committee of the Provincial Party Committee issued Document No. 1431-CV/TU dated January 19, 2024 requesting the Provincial People's Council Party Delegation, the Provincial People's Committee Party Committee, the Provincial Vietnam Fatherland Front Committee, the provincial socio-political organizations, Party committees, Party organizations, and authorities at all levels to thoroughly grasp and seriously implement the following key tasks and solutions:

Firstly, continue to disseminate and thoroughly disseminate to all cadres, party members, enterprises and people to create strong changes in awareness, consciousness and responsibility in implementing the Party's guidelines and policies, the State's policies and laws on the mineral sector, especially Resolution No. 10-NQ/TW dated February 10, 2022 of the Politburo on strategic orientations for geology, minerals and mining industry to 2030, with a vision to 2045; Directive No. 38/CT-TTg dated September 29, 2020 of the Prime Minister; Action Program of the Provincial Party Committee Standing Committee on implementing Resolution No. 10-NQ/TW dated February 10, 2022 of the Politburo and relevant legal documents on strengthening state management of minerals and environmental protection in mineral activities in the province.

Second, enhance the role and responsibility of Party committees, Party organizations and authorities at all levels in the management of planning and land use plans, especially land for mineral planning, ensure that mineral exploration and exploitation licenses are granted in accordance with regulations, absolutely do not allow negativity in the licensing of mineral exploitation activities; organize public announcements, widely publicize and strictly implement the auction of mineral exploitation rights in accordance with planning, plans and legal regulations.

Priority is given to granting licenses for mining minerals for common construction materials and construction materials in the area, ensuring that they do not affect national defense and security areas, historical, cultural and tourist sites, special-use forests, protective forests, and natural forests, do not negatively impact the ecology, environment, and people's lives, and do not overlap with other planning; associated with strengthening the management and protection of unexploited minerals.

Proactively review and synthesize current and future needs to supplement the planning of material mines in the direction of rationally allocating mine locations to ensure construction needs in the area and optimize transportation distance. Evaluate mine reserves as a basis for zoning auction or non-auction areas, ensuring compliance with legal regulations.

Improve the capacity to establish, appraise and grant licenses for exploration, planning of land mines, auction of land mines for land leveling. Direct the acceleration of the licensing process for mining of mineral mines for common construction materials and construction materials under the authority; at the same time, coordinate with project investors to review and increase the capacity of licensed stone, soil and sand mines, exploited in the area, meeting the needs and construction progress of projects in the area.

Third, strengthen the management of minerals used for common construction materials, especially sand, gravel, construction stone, clay used as raw materials for brick and tile production...

Focus on closely inspecting and monitoring licensing, exploitation, trading and use of river sand and gravel to avoid negative impacts on the environment and avoid causing landslides, subsidence and river bank subsidence during exploitation.

Review and ensure that all investment projects in brick and tile factories using clay before granting investment licenses must have legal sources of raw materials according to the law on minerals. Strictly implement the prohibition of granting licenses for exploration and exploitation of common construction stone materials at the foot of hillsides, mountains and along national highways to protect the landscape and environment.

Focus on coordination between departments, sectors and localities in sectoral and field management with territorial and regional management, especially in planning, licensing, exploration, exploitation, use and processing of minerals and in inspection and examination of sand, gravel, construction materials and construction materials exploitation activities in the province.

Fourth, promote administrative procedure reform in licensing, exploration, and exploitation of minerals for construction materials and construction materials; review, amend, supplement, and develop new regulations, statutes, and related documents under the province's authority, ensuring compliance with central regulations and local practices, avoiding inconvenience to people and businesses.

Fifth, strengthen inspection of compliance with legal regulations in the licensing of exploration, exploitation and management of mineral activities for construction materials and construction materials; strictly implement the work of ensuring labor safety and environmental sanitation during operations and mine restoration after exploitation; strictly implement the work of preventing and combating tax losses.

Prevent and promptly handle illegal acts (if any) of organizations and individuals in licensing, exploitation and management of minerals; limit negative impacts on local socio-economic development.
