Following the direction of the Politburo , General Secretary, National Assembly, Government and Prime Minister on the arrangement and reorganization of administrative units at all levels, from July 1, 2025, the National Public Service Portal will officially become a "single window" serving people and businesses. This is a key and strategic content, marking a major turning point in the effort to reform administrative procedures, aiming to improve service efficiency and bring convenient and transparent experiences to people and businesses.
To realize this task, synchronous solutions have been deployed to ensure that online application reception is smooth, effective, and uninterrupted even in the context of administrative unit mergers.
As the unit that continuously builds and operates the National Public Service Portal from December 2019 to present, VNPT has continuously contributed to this digital transformation journey.
From construction, operation to smooth "flow" of national data
To carry out the above task, from 6:00 p.m. on June 27, 2025, VNPT has closely coordinated with the Government Office and provinces and cities to connect and pilot the two-level local government model on the National Public Service Portal. All provincial and municipal Public Service Portals have been stopped and integrated into the National Public Service Portal, ready for centralized and unified operation.
VNPT has also proactively upgraded its technical infrastructure and software. The entire testing process has been completed, ready for the official implementation of the new government model from July 1st as planned.

For nearly 6 years, VNPT has continuously upgraded and updated the system according to the requirements of the Government Office, ensuring the stable operation of the National Public Service Portal. To date, the Portal has connected with more than 137 systems of ministries, branches and localities, integrated with 10 banks and 9 payment intermediaries to make payment of fees and charges.
The system has also recorded more than 7.3 billion visits, received and processed more than 272,000 feedback and recommendations, and processed nearly 600 million records.
Silent "construction team" in the locality
Along with the operation of the National Public Service Portal at the central level, VNPT is still a silent "construction team" at the local level. VNPT is taking the lead in deploying the administrative procedure settlement system in 26/34 provinces and cities, and the document management and operation system in 24/34 provinces and cities after the merger.
At the same time, VNPT also deploys and operates essential information systems for government and people's activities such as: smart reporting system, document interconnection axis.
In particular, at each commune and ward, the Group assigns at least 2 permanent engineers to directly guide and support grassroots officials during the period of closing the provincial and municipal public service portals and connecting to the National Public Service Portal.
Thanks to this support, up to now (June 30), many localities such as Ho Chi Minh City, Ninh Binh, Son La, Dien Bien... have completed ahead of schedule, ensuring "no interruption - no backlog of documents" as soon as the decision to organize new boundaries takes effect.
In addition, VNPT also completed the scenario of separating and merging the population database for 100% of merged districts and upgrading the National Data Interconnection Axis - the "bloodline" flowing from the Central to the communes. These silent tasks ensure that the "heart" of national data beats steadily, helping the two-level government operate smoothly from July 1, 2025.
Accompanying and being present from the central to communal levels during the country's historic transition period, VNPT is affirming its core role in creating digital government.
With the motto "Building the gate - Keeping the door - Guarding the data", VNPT is determined to make an important contribution to ensuring that all people and businesses can use online public services seamlessly, transparently and safely.
