Implementing the 2025 budget collection task, Son La Tax Department closely followed the development of production and business situation in each locality, proactively advised the Provincial People's Committee; coordinated work with departments and branches of the province; synchronously and drastically implemented solutions to manage state budget collection in the locality. Revenue sources were high, land use fee collection reached 893 billion VND, equal to 101.38% of the estimate assigned by the Central Government, equal to 89.32% of the estimate assigned by the Provincial People's Council, equal to 242.43% of the same period in 2024; revenue from taxes and fees reached 2,010 billion VND, equal to 61.71% of the estimate assigned by the Central Government, equal to 57.43% of the estimate assigned by the Provincial People's Council, equal to 185.6% over the same period.
Regarding solutions to implement budget collection in the last months of the year, Mr. Nguyen Hoang Long, Deputy Head of Taxation of Son La province, said: The unit continues to Closely follow the direction and administration of the Government, the Ministry of Finance and the Provincial Party Committees and People's Committees at all levels to focus on implementing tax collection management measures, taking advantage of the direction of authorities at all levels and coordinating with departments and branches. Effectively implement the contents of budget collection management, regularly monitor the development of the collection situation, review newly arising revenue sources, focus on managing and promptly urging taxes, fees and charges to complete the 2025 budget estimate assigned by the Central Government of VND 4,138 billion, the Provincial People's Council of VND 4,500 billion.
Continue to promote and implement Government policies to support organizations, individuals and business households. Timely implement new tax policies, newly issued tax-related policies, especially tax support policies for businesses and business individuals.
Inspect, review and strictly manage the tax declaration and settlement of taxpayers; closely review and manage organizations and individuals engaged in production and business activities in the area and put 100% of the revenue sources under management. Strengthen the inspection of the implementation of the obligation to declare and pay resource tax, environmental protection fees for mineral exploitation activities... of organizations and enterprises engaged in resource and mineral exploitation activities.
Regularly inspect, review and strictly manage the tax declaration and settlement of organizations and individuals; inspect and review tax authority data, compare the actual number of taxpayers granted tax codes, taxpayer status, data on taxpayers who have stopped, quit, absconded, or gone missing. Urge businesses to pay to the state budget as soon as tax amounts arise; collect tax arrears to prevent new debts from arising. Inspect and review 100% of tax declaration files of taxpayers at tax authorities, improve the quality of inspection work at tax authority headquarters according to the method of tax and invoice risk management.
Urge businesses to submit tax, fee and charge declarations in a timely manner. Implement measures to manage tax debts and enforce tax debts according to regulations: classify tax debts. Strengthen the review and inspection of the issuance and use of electronic invoices to prevent fraud in the use of invoices. Organize post-tax refund inspections in combination with tax settlement inspections and audits to promptly detect and handle violations by taxpayers. Strictly control the issuance of electronic invoices in retail business of gasoline and oil; issue electronic invoices from cash registers.
Continue to deploy Etax mobile installation; collect business household database; review key individuals and business households; monitor business households and individuals issuing electronic invoices generated from cash registers; deploy cash flow management measures, manage input invoices of business households paying taxes by lump sum method; implement solutions to reduce tax debts of business households. Promote tax administrative procedure reform, support taxpayers at all stages of departments and fields; promptly resolve difficulties and problems to create the most favorable conditions for taxpayers to fulfill their tax obligations.
Base Tax 1 manages budget collection in 23 communes and wards in the province, the 2025 budget assigned by the Provincial People's Council is 730 billion VND. Mr. Le Xuan Tho, Deputy Head of Base Tax 1, informed: Budget collection by July 31 was more than 679 billion VND, reaching 93% of the Provincial People's Council's estimate, of which: Land use fee collection was 382 billion 690 million VND, reaching 126% of the Provincial People's Council's estimate; revenue from taxes, fees, charges, and other budgets was 296 billion 461 million VND, reaching 69% of the Provincial People's Council's estimate. In the last months of 2025, the unit continued to closely follow the direction and administration of Son La Provincial Tax to focus on drastically implementing solutions to collect budget in the area.
