To ensure the safety of people's lives and limit damage to State and people's property, the Chairman of the Provincial People's Committee and the Head of the Provincial Civil Defense Command requested the Departments, branches, localities and units to continue to seriously implement the Official Dispatches No. 41/CD-UBND dated September 27, 2025 and No. 42/CD-UBND dated September 28, 2025 of the Chairman of the Provincial People's Committee. At the same time, focus on leading, directing and mobilizing all forces, means and resources to resolutely respond to the risks of high tides, floods, inundation, flash floods, landslides after storms; promptly overcome the consequences of storms and floods, and quickly stabilize people's lives.
Directors of Departments, Heads of provincial-level departments, branches and organizations; Secretaries and Chairmen of People's Committees of communes and wards, according to their assigned functions, tasks and authorities, focus on leading and directing the mobilization of forces, means and resources to resolutely implement the work of overcoming the consequences of storm No. 10, quickly stabilize people's lives and prepare necessary conditions for the 20th Provincial Party Congress for the 2025-2030 term. In particular, request cadres, civil servants and public employees of the unit to urgently clean up in and around the agency; clear sewers, ensure a clean and safe environment and not affect the regular operations of the agency; and at the same time participate in working groups to support communes and wards in overcoming the consequences of storms and floods.
Secretaries and Chairmen of People's Committees of communes and wards shall closely monitor the situation in areas affected by storms and floods, and not allow people to leave evacuation sites to return home without ensuring safety; based on the specific situation in each locality, decide and deploy plans to provide maximum support to bring people from evacuation sites back home in areas that have been ensured safety.
Continue to drastically implement measures to respond to floods after storms, especially flash floods, landslides and dam safety: Thoroughly evacuate and relocate residents in dangerous areas; ensure essential needs for people in evacuation areas. Propagate and advise people to limit travel when there are heavy rains and floods; arrange forces to block off, not allowing people to move through if safety is not ensured, especially through spillways, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides. Assign leaders to directly direct the work of overcoming the consequences of storms and floods in key areas, especially villages and hamlets that are difficult to access due to floods and landslides.
Prepare forces, vehicles, and equipment in key, vulnerable areas at risk of being isolated (to each village and hamlet) to promptly approach and deploy rescue operations as soon as a bad situation arises... Regularly inspect dams, especially vulnerable dams, promptly detect and handle incidents from the first hour, to prevent dam breaks and reservoir overflows that can cause serious consequences.
Urgently overcome the consequences immediately after storms and floods, focusing on supporting people to repair houses with blown-off or damaged roofs; immediately repair schools and medical facilities with blown-off or damaged roofs due to storms. Restore production, especially agricultural production after storms to soon stabilize people's lives. Mobilize forces, mass organizations, and people to participate in clearing fallen trees, obstacles, and environmental sanitation; ensure smooth and safe traffic, and soon restore normal travel activities immediately after storms. Direct the review, statistics, and full assessment of damage and timely reporting according to regulations.
The Commander of the Provincial Military Command, the Commander of the Provincial Border Guard Command, and the Director of the Provincial Police Department direct and coordinate with units stationed in the area to deploy necessary forces, means, and equipment, ready to support people to quickly overcome the consequences of storms and floods when requested by the locality.
The Provincial Police Director directed the police of communes and wards to strengthen security, order and safety in the area; at the same time, coordinate with local authorities and people to urgently clear obstacles, especially fallen trees, to ensure smooth and safe traffic after the storm.
Directors of the Departments of Industry and Trade, Agriculture and Environment, Construction, Science and Technology, Education and Training, according to their state management functions, direct the assurance of safety of hydroelectric dams and downstream areas, quickly overcome incidents on the power grid system caused by storms and floods; direct the safe operation of dams and dykes; proactively have response plans to ensure the safety of residents in case of bad situations, not to be passive and surprised; quickly repair traffic routes damaged by storms and floods, ensure safe and smooth traffic, especially on main traffic axes; quickly repair damage, restore telecommunication signals and deploy solutions to ensure signal supply in mountainous areas and areas prone to isolation, serving the direction of natural disaster response; propagate and mobilize students to raise awareness of prevention and ensure safety during the rainy and stormy season...
The Provincial Civil Defense Command organizes a duty to closely monitor the natural disaster situation, proactively directs, inspects, and urges localities to deploy work to prevent, combat, overcome consequences, and limit damage caused by natural disasters; promptly synthesizes damage, reports, and proposes the Provincial People's Committee to direct and handle issues beyond its authority.
Storm No. 10 directly affected Nghe An province in the early morning of September 29, 2025, with strong winds of level 10, level 11, gusts of level 12, level 13, causing roofs of houses, public works, educational facilities to be blown off; trees and electric poles to be knocked down; widespread power outages in the province. It is forecasted that from September 29 to September 30, Nghe An province will have heavy to very heavy rain and thunderstorms. Rainfall is forecast to be 100-200mm in general, over 250mm in some places. |
