
The Bac Cau Bang project was approved by the Quang Ninh Provincial People's Committee in 2003, then the investor was changed to Thong Nhat 508 Joint Stock Company in 2005, with a scale of more than 134 hectares and an estimated capital of over 400 billion VND. The goal is to form a modern urban area on agricultural land, aquaculture ponds and about 16 hectares of residential land in Chan Deo village, Thong Nhat commune.
By January 2008, the investor was handed over nearly 472,000 square meters of land to implement phase 1, with a 3-year implementation period. However, the implementation results only stopped at some items such as leveling the ground, paving internal roads, and installing temporary electricity. Basic infrastructure works such as drainage, wastewater treatment, trees, and public works are still not available.
For the area that has not been allocated land, the enterprise has only cleared about 62 hectares, leveled half of the volume, and built about 20% of the road. As for the 15.7 hectares that have not been cleared, the province has reclaimed them to return to the people of Chan Deo village. Thus, up to now, the project has been 15 years behind the original plan, causing hundreds of households who contributed capital from 2008-2012 to still wait wearily.
Ms. Pham Thi Hong (Thong Nhat commune) shared: “We have fulfilled our financial obligations for a long time but our rights are still not guaranteed. Many families have had to borrow money and pay bank interest for many years but still do not have land to build houses. The biggest wish is that the project must have a clear progress so that people can stabilize their lives.”
The main reason for the project's delay is the investor's financial capacity. The delay in paying land use fees led to the termination of phase 2 in 2018. Along with that, the real estate market in the 2009-2013 period fell into a frozen state, the planning had to be adjusted many times, causing the progress to increasingly deviate from the original commitment.

The slow progress of this project has left many consequences. First of all, it is a waste of land: more than 130 hectares of land were planned but left empty, while the demand for residential land and infrastructure development in Ha Long is increasing. The land fund "hanging" for many years has caused the locality to lose the opportunity to attract investment, create budget revenue and jobs for the people. Next, the rights of hundreds of households have been seriously affected. Many families have had to borrow money and pay bank interest for a long time without receiving land to stabilize their lives. This causes economic pressure, negatively affecting social life. Along with that, the area of land is abandoned, grass grows, water stagnates, becomes a place for illegal dumping of waste, causing environmental pollution and losing the beauty of the area.
Mr. Nguyen Duc Phu, Vice Chairman of Thong Nhat Commune People's Committee said: "The commune has received many petitions from voters related to the capital contribution contract in the project. The locality hopes that the authorities and investors will have specific and transparent solutions and implementation roadmaps to ensure the legitimate rights of households."
From the expectation of changing the local face, the Bac Cau Bang Project has now become a long-awaited project for hundreds of households. Since 2008, when the investor was officially handed over the land, more than 15 years have passed and the project is still at a standstill. What people are looking forward to now is a strong coordination between the government and businesses, to find a solution to completely remove the problem, end the prolonged suspension and ensure the legitimate rights that have been awaited for many years.
