Just a short time after Decision No. 29/2025/QD-TTg of the Prime Minister on credit support for students, master's students, and postgraduates studying science , technology, engineering, and mathematics (STEM) took effect, many families in the province have accessed preferential capital from the Vietnam Bank for Social Policies (VBSP).
Recently, at the Hoa Xuan Nam transaction point, Ms. Truong Thi Thanh Tinh (Hao Son Bac village, Hoa Xuan commune) received a loan of 45 million VND from the Dong Hoa Social Policy Bank Transaction Office under the credit program for STEM students to pay tuition and cover living expenses at the beginning of the school year for her son, Le Hieu Nghia, a new student majoring in Computer Science at Ho Chi Minh City University of Industry. If calculated for all four years of study, her family was approved to borrow up to 360 million VND.
Ms. Tinh said: “Not long ago, my family was very happy when Nghia received the notice of admission to the major he dreamed of. However, along with the joy was worry because the tuition fee for this major is up to 40 million VND/year along with many other expenses, we can hardly manage it right away due to difficult circumstances.”

At this time, thanks to regularly monitoring information, Ms. Tinh learned about the preferential credit policy for STEM students, so she quickly contacted the head of the savings and loan group and the credit officer to ask about the procedures and was guided to complete the loan application. Less than a week later, Ms. Tinh received the loan. "My family lives in the countryside, I am sick so I cannot do heavy work, all household expenses depend on my husband's wages. Thanks to this source of capital, my children can study with peace of mind and strive for the future," Ms. Tinh shared.
The same joy also came to the family of Mrs. Nguyen Thi Hong Mai in Binh Kien ward. Mrs. Mai's son, Nguyen Minh Thien, was admitted to the Electrical - Electronics major at Ho Chi Minh City University of Industry. Initially, Mrs. Mai planned to sell part of the newly harvested rice to buy a computer for her son and pay for the first school year's expenses. "But fortunately, thanks to the timely issuance of the credit policy for STEM learners, my family was able to borrow 70 million VND with an interest rate of only 4.8%/year from the Social Policy Bank, all worries for the first school year were considered relieved. There is still rice, and we have money to buy a computer," Mrs. Mai said happily.
Not only parents, but also new students clearly feel the meaning of the program. Le Thanh Lam ( Phu Yen ward), a student at the Central University of Construction, expressed: "Without this program, my family would have difficulty finding enough money to pay tuition. Borrowing from outside has high interest rates, but the credit program for STEM students has preferential interest rates and a long repayment period, helping me not to be distracted by costs and be able to focus on studying."
The credit program for STEM students is a preferential loan program implemented under Decision No. 29/2025/QD-TTg of the Prime Minister, issued on August 28, 2025. Accordingly, students, master's students, and biological researchers in STEM majors can borrow the entire tuition fee; living expenses and other study expenses up to a maximum of VND 5 million/month; the loan interest rate is 4.8%/year. This is considered a special preferential credit policy, adding motivation to the young generation with a passion for science and technology, while reducing the burden of study costs. With high loan amounts, low interest rates, and flexible repayment periods, this policy opens up opportunities for students to access new knowledge without financial barriers.
Ms. Tran Thi Tham, Deputy Director of the Dak Lak Provincial Social Policy Bank Branch, said: “Through review, we found that the demand for loans from households with children studying STEM is very large. Therefore, the Provincial Social Policy Bank Branch has proactively prepared capital to promptly disburse to students and trainees who are eligible for this loan. In September 2025 alone, 14 students in the province had access to capital with a total outstanding debt of over 1 billion VND.”
The Dak Lak branch of the Social Policy Bank also requested its affiliated transaction offices to continue to coordinate with local authorities and socio-political organizations entrusted with extensive propaganda about the credit program for STEM students to local people. Coordinate with universities and vocational training institutions to review and determine loan needs, make loan lists, and guide borrowers to complete documents to disburse capital quickly and promptly. At the same time, coordinate to check and monitor the process of using loans by customers, ensure that loans are used for the right purposes, creating convenience for students...
