Thai Binh: GRDP in 2023 estimated to increase by 7.53%

On November 22nd, under the chairmanship of Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to hear and give opinions on the socio -economic development situation in 2023, the main goals, tasks, and solutions for 2024; the situation of implementing the public investment plan and national target programs in 2023 and the plan for 2024; the assessment of the implementation of the 2023 budget estimate and the allocation of the 2024 budget estimate; and several other important issues. Attending the meeting were members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; and representatives from departments, agencies, districts, and cities.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech at the meeting.

In 2023, despite many difficulties, the province's socio-economic situation recovered, grew significantly, and achieved positive results. Of the 23 socio-economic development indicators, 14 met or exceeded the plan. The province's Gross Regional Domestic Product (GRDP) is estimated at VND 67,743 billion, an increase of 7.53% compared to 2022. Total production value is estimated at VND 202,526 billion, an increase of 6.3% compared to 2022, of which the agriculture, forestry and fisheries sector increased by 2.2%, the industry and construction sector increased by 7.2%, and the service sector increased by 6.5% compared to 2022. During the year, the province successfully organized many events and activities to promote investment, trade, and develop markets for the province's key products, such as: the Vietnam-Korea cultural exchange and business networking program “Thai Binh Homecoming Day”; signing of memoranda of understanding with the Ministry of Health and VSIP Group; The thematic workshop on investment, trade, and service development – ​​creating regional linkages for businesses… Investment attraction has seen many positive developments, especially in attracting foreign direct investment (FDI), which has seen remarkable growth compared to previous years. This is the first year that investment has exceeded US$3 billion, and the second consecutive year that the number of newly registered businesses has surpassed 1,000. The disbursement of public investment capital has been decisively implemented, thereby accelerating the progress of project implementation, especially key projects and housing development projects. The disbursement rate of public investment is among the highest in the country, with an estimated disbursement of nearly VND 6,300 billion in 2023, reaching 128% of the capital plan assigned by the Prime Minister and 72.9% of the capital plan allocated by localities. Comprehensive guidance has been provided to all cultural and social sectors. Social welfare work, including care for war veterans and beneficiaries of social policies, has been prioritized. Administrative discipline and order in state agencies have been strengthened; all administrative reform indicators in 2022 improved compared to 2021. The handling of citizen complaints and denunciations has been maintained, focusing on resolving complex and long-standing cases. The recruitment and conscription of citizens into the military has been carried out in accordance with the law. Political security and social order remain fundamentally stable.

Regarding the implementation of the 2023 budget, total state budget revenue is estimated at nearly 24,500 billion VND, reaching 116.5% of the projected target and 89.5% compared to the same period in 2022; total local budget revenue is estimated at over 22,500 billion VND, reaching 134.4% of the projected target and 100.8% compared to the same period, of which domestic revenue is estimated at 89.8% of the projected target; total local budget expenditure is estimated at nearly 22,600 billion VND, reaching 134% of the projected target.

At the meeting, delegates also gave opinions on the following topics: Report on the adjustment of the medium-term public investment plan for the period 2021-2025; the final settlement of the state budget for 2022; the state financial report of Thai Binh province; a proposal on the issuance of a resolution stipulating the exemption of fees under the authority of the Provincial People's Council when converting documents due to changes in the boundaries and names of district and commune-level administrative units in the province; a proposal on the issuance of a resolution promulgating the land price adjustment coefficient for 2024; a report on the promulgation of regulations on specific prices for public utility irrigation products and services in 2023; a report on the allocation of civil servant and public service personnel in state administrative agencies and public service units; and a report on land allocation for housing development projects that have been recognized as having investors under the Housing Law. The report concerns the issuance of a resolution stipulating specific expenditure items and levels for preventive health and population activities in Thai Binh province; the application for an investment registration certificate for the Soju production plant project in Vietnam by Hitejinro SG Pte.Ltd in Lien Ha Thai Industrial Park, Thai Thuy district; the 1/2,000 scale zoning plan for the Thai Binh LNG power plant and auxiliary gas complex; and the report on the adjustment of the investment policy for the Thai Binh coastal road project.

Comrade Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired the discussion in Group 1.

Comrade Vu Kim Cu, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Planning and Investment, chaired the discussion in Group 2.

Comrade Pham Hong Tung, Provincial Party Committee member and Director of the Department of Finance, chaired the discussion in Group 3.

The leaders of Thai Binh city delivered their presentations at Group 1.

Based on the reports and presentations at the meeting, the delegates divided into three groups to discuss the achievements, difficulties, and obstacles encountered in implementing the goals and plans for 2023; methods and innovations in leadership, direction, and management of task implementation; and lessons learned in managing socio-economic development in 2023...
