Streamlined machinery, smooth operation
Right from the first days of implementing the 2-level local government model, the entire provincial political system has taken part with a strong spirit and high responsibility. The Provincial People's Committee issued many documents specifying the policies of the Central and Provincial Party Committee, ensuring unity in perception and action. The province and localities quickly arranged and consolidated the organization, arranged reasonable personnel; at the same time, simultaneously established Public Administration Service Centers at the provincial and commune levels.

Thanks to careful preparation, the administrative apparatus from the province to the grassroots level quickly went into stable operation, without any management gaps. The reduction from 28 to 14 provincial-level specialized agencies, streamlining nearly 40% of affiliated units has helped save resources and at the same time improve operational efficiency. At the commune level, 100% of units have organized Public Administration Service Centers, creating favorable conditions for people to access public services in a modern and transparent manner.
After only 1 month, the whole province has received more than 82 thousand administrative procedure records, of which more than 30 thousand records were submitted online. This is a clear demonstration of the effectiveness of the reform. The conference to evaluate the implementation and operation of the 2-level local government model organized by the Provincial People's Committee affirmed that the apparatus is initially stable, operating effectively, creating consensus and trust in society.
Substantive changes in administrative procedure reform
One of the bright spots in the operation of Thai Nguyen 's two-level local government is the reform of administrative procedures. The province has publicized more than 2,000 procedures; of which, over 1,200 online public services have been synchronized to the National Public Service Portal. From July 1, Thai Nguyen has agreed to use only the National Public Service Portal, helping people and businesses access services quickly, conveniently, saving costs and time.
Along with that, the digitization process is also taking place strongly. In just two months, the whole province has digitized more than 10.2 million pages of archived documents, contributing to the construction of an electronic administration, moving towards a digital government. This is an important step, not only enhancing transparency but also significantly improving the ability to serve the people. Ms. Tran Thi Thu, a business owner in Song Cong ward, shared: "Previously, applying for a construction permit often required many trips, now it can be submitted online, monitoring the processing progress, saving costs. This creates confidence for us to boldly expand investment".
The operation of the two-level local government has created many positive impacts. For the administrative apparatus, streamlining helps reduce intermediate levels, overcome overlaps, and increase initiative in direction and management. For the staff, this is an opportunity to practice and challenge themselves in a new management environment, access specialized fields, thereby improving their capacity and qualifications. Up to now, more than 279 provincial-level officials have been mobilized to communes, and thousands of officials have been trained and fostered.

In addition to the achievements, it is undeniable that the new model still has many challenges. Some communes lack facilities, the headquarters area is narrow, and the service equipment is not uniform. In many places, the staff at the grassroots level is not uniform in terms of qualifications; especially in specialized fields such as: information technology, finance, land...
Faced with this reality, the provincial leaders determined that difficulties must be considered temporary, thereby turning challenges into motivation. Solutions were deployed synchronously, from mobilizing and seconding cadres, to on-site training and development, in the form of "hand-holding and guidance". At the same time, the province continued to promote digitalization, upgrading information technology infrastructure, ensuring interconnected and synchronous operations.
Chairman of the Provincial People's Committee Pham Hoang Son emphasized: "Thai Nguyen will continue to innovate, create, promote the sense of responsibility of the team, build a government that serves the people, and create development. Today's difficulties will be the foundation for us to grow and become stronger in the future."
Potential and strengths for breakthrough in the new era
The two-level local government model not only brings about administrative efficiency but also opens up opportunities for Thai Nguyen to promote its existing advantages. With its central location in the Northern midland and mountainous region, the gateway connecting the capital Hanoi with the Northeastern provinces, Thai Nguyen has favorable conditions for economic development, trade and investment cooperation.

Industrial economy continues to be a strength when Thai Nguyen owns many large industrial parks, an attractive destination for domestic and foreign corporations. Operating a streamlined and transparent apparatus will increase competitive advantages in attracting investment. Along with that, the education and training system, especially Thai Nguyen University, provides high-quality human resources, meeting the requirements of the digital transformation period.
In terms of culture and society, Thai Nguyen is a convergence of nearly 50 ethnic groups, rich in tradition and identity, contributing to creating resources for tourism and service development. Along with that, the promotion of digitalization, with more than 10 million pages of documents digitized in just 2 months, shows that the province is moving quickly and firmly on the path of building e-government, towards comprehensive digital government.
It can be affirmed that the 2-level local government model in Thai Nguyen has quickly stabilized, promoted its effectiveness, and created clear changes in governance, management, and service to the people. This is not only a step forward in administrative reform, but also a driving force for Thai Nguyen to be steadfast in its determination to innovate and its aspiration to rise up.
