On June 25, in New Delhi, India, Comrade Nguyen Manh Cuong, Member of the Party Central Committee, Deputy Minister of Foreign Affairs, and Indian Deputy Minister of External Affairs Periasamy Kumaran co-chaired the 13th Political Consultation and the 10th Strategic Dialogue between the two countries. Officials from the Vietnamese and Indian Ministries of Foreign Affairs attended the event.
At the Political Consultation, the two sides reviewed the overall cooperative relationship and agreed that the Vietnam-India relationship is achieving very positive developments with high political trust, high-level agreements, especially the results of the State visit of Prime Minister Pham Minh Chinh in August 2024 are being effectively implemented.
The two sides agreed to further consolidate the good political relations between the two countries at all levels and channels, expand cooperation through Party channels, and consider regular cooperation and exchanges between the two ruling parties as an important foundation for maintaining stability and deepening bilateral relations.

The two sides agreed to closely coordinate in preparation for high-level visits in 2025, creating an important milestone to bring the bilateral relationship into a new stage of development as the two countries prepare to celebrate the 10th anniversary of the establishment of the Comprehensive Strategic Partnership (2016-2026).
Considering defense and security cooperation as an important and strategic pillar, the two sides agreed to continue expanding cooperation in training, education, technology sharing and promoting defense industry cooperation.
Appreciating the positive growth momentum of two-way trade turnover in recent years, reaching nearly 15 billion USD in 2024, but still not really commensurate with the potential, the two sides agreed to propose breakthrough measures to expand the scope of cooperation, bringing trade turnover to a higher growth in a balanced, mutually beneficial direction, better responding to fluctuations in the world trade situation, contributing to ensuring a balanced and sustainable supply chain.

The two sides also welcomed increased investment by businesses of the two countries in each other's markets in areas of strength such as strategic infrastructure, energy, renewable energy, green transformation, strategic technology and emerging technology such as artificial intelligence, AI, semiconductors, etc.
Sharing that Vietnam is strongly implementing strategic breakthroughs, especially breakthroughs in science and technology and private economic development, the Deputy Minister hopes that the two sides will cooperate more closely in science and technology, actively exploit the potential for cooperation in the fields of emerging technologies, strategic technologies such as AI, rare earth, IT, promote the establishment of joint research funds, and move towards technological autonomy.
Appreciating the cultural and religious exchanges and connections between the two countries throughout history and considering this an important foundation to further enhance people-to-people exchanges and develop tourism, cultural and educational cooperation between the two countries, the two sides expressed satisfaction with the strong growth in tourism with more than 500,000 Indian tourists visiting Vietnam in 2024 and more than 70 direct flights per week, agreeing to further promote exchanges and connections between the two countries.

Deputy Minister Nguyen Manh Cuong thanked India for continuing to support Vietnam in training, providing scholarships, and supporting localities through Quick Impact Projects (QIPs), as well as for supporting the procession of Buddha's relics to Vietnam on the occasion of the 2025 Vesak Festival.
The two sides also discussed regional and international issues of mutual concern and shared views on current security challenges, including terrorism, transnational crime, cyber crime, technological crime, and maritime security; and agreed to closely coordinate to effectively respond to these challenges.

Sharing their assessment of the world and regional situation, the two sides agreed to further strengthen cooperation and support each other at multilateral forums, contributing to promoting dialogue, maintaining a balanced regional and international order based on rules, and promoting the role of multilateral institutions.
India affirmed its appreciation of ASEAN's central role, committed to continuing to strongly implement the Act East policy, in which Vietnam is considered an important pillar, and wished to promote more effective cooperation in various fields with ASEAN and the Mekong Sub-region.

On this occasion, Deputy Minister Nguyen Manh Cuong paid a courtesy call to Indian Foreign Minister S. Jaishankar, had meetings with Deputy National Security Advisor Pavan Kapoor, Deputy Minister of Industry and Trade Rajesh Agrawal, BJP Party General Secretary Vinod Tawde and had discussions with a number of Indian researchers on bilateral relations.

Previously, Deputy Minister Nguyen Manh Cuong visited Mumbai city and worked with the Mumbai city government and the India-Vietnam Chamber of Commerce and Industry (IVCCI) to promote cooperation between Mumbai, a major economic, commercial and financial center in western India, and localities of Vietnam, contributing to the development of diverse and substantive relations between the two countries in the coming time.
