On July 14, FPT Corporation was honored to receive a Certificate of Merit from the Minister of Science and Technology, recognizing its important contributions in transforming information technology systems at the ministerial, sectoral and local levels, ensuring smooth operation of the 2-level local government model, an important milestone in the national administrative reform.
Before the historical milestone of converting to a two-level government model, in parallel with the change of administrative boundaries, besides the requirements on the organization of the administrative apparatus, converting information technology systems to meet the new model, ensuring uninterrupted service to people and businesses is an important task assigned by the Party and Government to ministries, branches and localities.
With the trust of ministries, branches and localities, FPT has successfully transformed key systems, including: Deploying a two-level government model and a one-level Public Administration Service Center for Quang Ninh province, operating smoothly from July 1, 2025, receiving positive reviews from businesses and people; Deploying the upgrade of the Digital Citizen application, effectively serving the two-level government model after the merger for Ho Chi Minh City; Deploying an IT system according to the two-level government model and using personal identification codes instead of tax codes from July 1, 2025 for the Ministry of Finance, the Tax Department, the State Treasury and commercial banks, ensuring uninterrupted operation of the systems according to the new model; Converting the core system of the State Bank to meet the streamlined apparatus and new model.
These are all important systems, affecting tens of millions of people and businesses. Ensuring the operation of these systems to meet new and timely requirements is identified by FPT as a noble and important political task. FPT has mobilized hundreds of staff to work continuously at high intensity in a short period of time, with the spirit of working for the highest goal.
From July 1, 2025, the Tax sector needs to meet two major reform pillars: operating an organizational model according to a two-level local government (province - commune) and using identification codes instead of tax codes. In 30 rapid days, FPT also coordinated to upgrade and convert large technology systems for the Tax Department, applications for the Ministry of Finance, the State Treasury and nearly 20 commercial banks using software to coordinate State budget collection, tens of millions of data were converted, and 100 million taxpayers had their information processed. More than 250 expert personnel were mobilized by FPT, working continuously day and night, regardless of holidays, especially during the peak period from June 28, 2025 to July 1, 2025.
Previously, the State Bank of Vietnam has urgently implemented a review and streamlining of its apparatus according to Resolution 18-NQ/TW, with the goal of promptly converting the core technology system to meet the new apparatus model by March 1, 2025. Since December 2024, FPT's team of 50 technology and banking finance experts has coordinated with the State Bank's Information Technology Department (IT Department). FPT has supported the State Bank's IT Department to develop detailed conversion scenarios. FPT coordinated data conversion on three main systems: the core banking system, the State Bank's financial operations management and accounting system - ERP, and the State Bank's centralized treasury management and issuance system - CMO.
The project was completed on schedule, ensuring stable system operation with high safety and security, effectively serving administrative activities such as monetary security, treasury management, payment, etc. In particular, the payment system of the State Bank - playing the role of the backbone in settling economic transactions - has been successfully upgraded. The system currently processes a transaction volume of up to VND 830,000 billion per day, while ensuring absolute accuracy down to the smallest discrepancy to meet the strict requirements of the most important financial and administrative reports of the State Bank.
In Quang Ninh, as the key technology partner, FPT has closely coordinated with the Public Administration Service Center, Department of Science and Technology of Quang Ninh province to design and deploy the new model. FPT's team of 80 technical staff has been permanently deployed in 54 administrative units at commune, ward and special zone levels of Quang Ninh province, participating in the construction of three large systems and directly supporting the people and local authorities during the operation phase. These systems include: Digital station system integrated with electronic personal identity wallet, Reception system, online queue management with centralized management and New generation Administrative Procedure Information System.
From July 1, 2025, the provincial system will be built to ensure safety, high security, and fully meet public administrative services for people and businesses at the commune level, replacing the old model that was decentralized through three levels: province-district-commune.
In Ho Chi Minh City, FPT has rapidly deployed a technical team and technology experts to coordinate with the Ho Chi Minh City Digital Transformation Center and related departments. FPT has completed the restructuring of the administrative boundary database according to the new model, successfully updating data of 300,000 residents and 168 administrative units. FPT has also upgraded the feedback function, allowing people to send feedback according to the new management area and integrating the inter-governmental processing process. At the same time, FPT has deployed the administrative unit lookup function and developed utility applications to support people to look up public services, files in progress, and settlement results... according to the new model.
The Ho Chi Minh City Digital Citizen Application continues to be the only platform that integrates all public services for the city's residents, helping to interact with residents according to a new hierarchy; while enhancing the user experience with friendly, easy-to-use functions. All data on the application is updated accurately, safely and securely. The project also contributes significantly to strengthening Ho Chi Minh City's pioneering role in innovating the modern urban governance model, laying the foundation for integrating smart urban utilities and the "Digital Citizen - Digital Government" model in the next phase.
In addition to the collective achievements, 9 FPT individuals were also awarded Certificates of Merit by the Ministry of Science and Technology for their outstanding contributions to the above key technology system conversion projects.
