Up to now, Thang Binh has approved the compensation plan of 45 households (48 plots) with a total amount of more than 10.5 billion VND, of which 9 households (11 plots) have agreed to receive the money, while 36 households (37 plots) have not agreed to receive the compensation, due to the low compensation price.
Households have commented that opening the overpass will limit the value of their land plots, making it difficult for their families to do business. There are 14 households (15 plots) that do not have a compensation plan.
There were 15 comments with 21 recommendations from households at the dialogue session. Although they expressed their agreement with the policy of opening an overpass and removing the level crossing on the North-South railway line to facilitate development, the households requested the district and relevant agencies to consider increasing the compensation price for the land areas, gateway works, and architectural works on the recovered land, because the current compensation price is lower than the market value; the people requested measurements and specific information on the location and remaining land area after recovery, etc.
The opinions within their authority have been directly responded to by the leaders of Binh Quy commune, functional departments and leaders of Thang Binh district to the people. The leaders of Thang Binh district also hope to receive the consensus on handing over the land from the people, and at the same time set a goal of mobilizing 45 households to agree to hand over the land for 48 plots of land with approved compensation plans by November 20, 2024 at the latest.
As for the 14 households (15 plots) that do not have a compensation plan, the district requests Binh Quy commune and relevant agencies to urgently establish legal documents (taking into account the new points of the Land Law that will take effect from November 10, 2024) and submit additional compensation plan approval before November 20, 2024.
According to the approved design, the land clearance area for the project to renovate and upgrade National Highway 14E, Binh Quy Commune railway overpass, has 59 households (63 plots of land) affected, with a total recovered area of 4,734.4m2 .
