Nam Ngan Social Housing Project has a land use area of 2.8 hectares, including 6 25-storey apartment buildings with nearly 2,400 apartments with areas ranging from 40 - 77m2 .
The first floor of the apartment buildings will be arranged with functional rooms, community living areas and commercial service areas, synchronous technical infrastructure with green campus, walking paths, sports areas, swimming pools... The project is expected to be completed in 2028.

Delegates attending the groundbreaking ceremony
The project is invested by a consortium of Vinaconex 21 Joint Stock Company - Hanoi Trading Joint Stock Company - Viet Incons Joint Stock Company. These are capable and experienced units in developing urban areas, housing areas, especially social housing.
Speaking at the ceremony, Comrade Dau Thanh Tung, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, stated: Housing is an essential need, a basic human right, and at the same time a fundamental factor to ensure social security and sustainable development. Deeply aware of the above issue, the Party and State always identify the development of social housing and workers' housing as a major policy, demonstrating correctness, profound humanity, towards the goal of "leaving no one behind".
According to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister, the target of completing social housing in 2025 and the following years until 2030 is assigned to localities to supplement the socio -economic development target; the whole country strives to complete over 1 million social housing units by 2030. Of which, Thanh Hoa province is assigned a target of 11,500 units in the 2025-2030 period, of which 5,250 units in 2025 alone.
Up to now, including the Nam Ngan Social Housing project, the whole province has been implementing 13 social housing projects, and at the same time actively calling for investors to participate according to the special mechanism prescribed in Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of special mechanisms and policies for social housing development.
This is an important driving force to promote the development of social housing in the province, contributing to the completion of the targets assigned by the Prime Minister, meeting the housing needs of people in need and promoting sustainable socio-economic development.
The Nam Ngan Social Housing Project is one of the key projects of Thanh Hoa province in 2025, implemented by a consortium of Joint Stock Companies: Viet Incons - Vinaconex 21 - Hanoi Investment and Trade, with a scale of 2,376 apartments. When completed, the project will meet the housing needs of low-income workers, laborers, officials, civil servants and public employees.
On behalf of the leaders of Thanh Hoa province, Vice Chairman of the Provincial People's Committee Dau Thanh Tung acknowledged the efforts and endeavors of the investor consortium, relevant departments, branches and localities of the province, who have promptly and fully prepared the required procedures to organize the groundbreaking ceremony today, contributing to realizing the major policies of the Party and State, at the same time, promoting urban development, stabilizing the population and ensuring social security in the province.

In order for the project to be implemented effectively and on schedule, the Vice Chairman of the Provincial People's Committee requested the joint venture investor to promote its capacity, experience, organize construction scientifically, ensure safety, quality, progress and urban aesthetics; consider this a model project in the development of social housing in Thanh Hoa. When the conditions for exploitation are met, it is necessary to publicize and be transparent about the selling price, beneficiaries, and closely coordinate with the relevant authorities to ensure compliance with regulations.
The Vice Chairman of the Provincial People's Committee requested the People's Committee of Ham Rong Ward to continue to facilitate the construction process, ensuring security and order in the project area. Relevant departments and branches, especially the Department of Construction, Department of Finance, State Bank of Vietnam Region 7, and the Provincial Social Policy Bank, continue to coordinate to remove obstacles in mechanisms, materials, capital sources, and credit, ensuring the project is implemented transparently, effectively, smoothly and on schedule.
Press and media agencies increase propaganda about policies, meanings and benefits of social housing development programs, thereby creating consensus, support and strong dissemination among the people.
