Urban development in the direction of green, smart, modern and sustainable is the process of transforming urban areas from traditional to modern models, harmonizing between socio -economic and environmental aspects, applying digital technology, as well as green infrastructure solutions to reduce environmental impacts, save resources, improve the quality of life, and create long-term value for residents and businesses. In the context of the whole country promoting industrialization and modernization, sustainable urban development has become one of the key tasks.
Despite many positive and important achievements, due to many reasons, the urban development process in the province still has some shortcomings and limitations. Specifically, the urban quality is not high; the technical infrastructure system, social infrastructure, urban traffic, trees... are not commensurate with the speed of economic development and urbanization. Diversified investment resources have not been mobilized; the level of use of smart devices by a part of the population is still limited...
Developing urban areas in a green, smart, modern and sustainable direction is both an urgent requirement and a long-term orientation. In which, mobilizing and effectively using resources plays an important role, is the key to turning the goal into reality.
To mobilize and effectively use resources for urban development in a green, smart, modern and sustainable direction, it is necessary to first perfect the policy institutions. In particular, continue to recommend the Ministry of Construction to soon advise the Government to issue a decree on smart cities and guide specific indicators and criteria on green and smart cities as a unified legal basis for localities to implement synchronously.
During the development process, it is necessary to effectively use State budget resources focusing on framework infrastructure (such as: Traffic connecting urban areas, economic zones, industrial parks; water supply and drainage systems...), projects with spillover effects, creating momentum for development throughout the province. Promote investment in the form of public-private partnerships (PPP) to attract businesses to invest in public transport, smart lighting, renewable energy, waste treatment, and environmental treatment. Attract non-budgetary capital through encouraging domestic and foreign investment, mobilizing development cooperation capital (ODA), foreign direct investment (FDI) to invest in developing dynamic infrastructure such as: aviation, seaports, logistics, economic zones, industrial parks, digital infrastructure, renewable energy. Strongly improve the investment and business environment, creating favorable conditions to attract businesses and strategic investors at home and abroad.
In addition, it is necessary to pay attention to training to improve the professional qualifications of cadres and civil servants in science and technology, digital data management, urban planning data, and smart urban operations. At the same time, developing green and sustainable urban areas associated with regional identity...
With high political determination, consensus of the people and close coordination between all levels of government, we believe that Thanh Hoa's urban system will become increasingly civilized and modern, becoming an important driving force for sustainable socio-economic development.
