Thanh Hoa: Changing mindset, creating infrastructure in the new term

Building modern and synchronous economic infrastructure

Transport infrastructure is identified as the top priority, because only interconnected and smooth transport creates conditions for other sectors to develop. In the coming period, Thanh Hoa will focus resources, speed up the progress of key projects, and resolutely not let them go to waste. Coastal routes, North-South expressway connections, urban axes, and routes to tourist areas will be invested synchronously. At the same time, rural transport will be renovated and upgraded, many new bridges for people in mountainous areas will be built, "erasing" separation, supporting production development and improving people's lives.

In addition, Thanh Hoa focuses on developing aviation and seaport infrastructure, aiming to become an international trade gateway. Tho Xuan Airport will be upgraded to international standards by 2030, creating conditions to attract investment and cooperation in many fields. Nghi Son seaport system and satellite ports such as Lach Sung, Quang Chau, Quang Nham - Hai Chau will form a modern, multifunctional network. In particular, the planning of Dao Me combines national defense with socio-economic development, including research on building a general port in Dao Me, opening up new opportunities in maritime strategy and international cooperation.

The province focuses on renovating and upgrading key dams to serve multiple purposes such as irrigation, eco-tourism, inland waterway transport and climate change response. The projects to prevent saltwater intrusion and retain fresh water at the mouths of Lach Truong and Ma rivers will be studied and invested in to stabilize water sources; the river and sea dyke systems will be reinforced, both ensuring safety against natural disasters and creating a corridor for economic development along rivers and coasts.

Realizing the advantage of tourism as one of the key economic sectors, Thanh Hoa is determined to invest in modern and sustainable infrastructure. Projects of resorts, high-end hotels, and coastal tourism-entertainment complexes will be encouraged to be implemented, creating momentum to enhance the tourism brand of Thanh Hoa.

Thanh Hoa is also aiming to become a national energy center, with many large-scale projects, such as Nghi Son LNG Thermal Power Plant, Cong Thanh LNG Power Plant, Bac Phuong - Nghi Son Wind Power Plant... The 500kV, 220kV, 110kV power grid system will be invested synchronously, ensuring safety and stability. The province also encourages the development of rooftop solar power, promoting clean energy consumption, ensuring energy security and fulfilling the commitment to reduce emissions and sustainable development.

Social infrastructure - the foundation for improving quality of life

Along with economic infrastructure, in the 2025-2030 term, the province pays special attention to developing social infrastructure, considering it a decisive factor in improving the quality of life. Education is invested synchronously, striving to have 95% of primary schools, 87% of secondary schools and 80% of high schools meet national standards by 2030. The cultural and sports sector aims to build multi-purpose gymnasiums and regional-scale stadiums, both meeting cultural and spiritual needs and creating tourist attractions. Health care is focused on investing in and modernizing provincial and regional hospitals, ensuring people's access to high-quality services. At the same time, upgrading social assistance facilities ensures social security for disadvantaged groups.

In particular, resettlement infrastructure is always prioritized, especially in mountainous areas that are often at risk of flash floods, landslides, and landslides. Planning and building resettlement areas will help stabilize people's lives, while creating land for key projects, including the North-South high-speed railway. This is both a social security solution and a strategic preparation for large-scale infrastructure in the future.

It can be affirmed that the 2025-2030 term opens an important period, the whole province not only focuses on individual projects but also aims at a modern, synchronous, smart infrastructure system, closely connecting the economy and society, between immediate development and long-term strategy. These are major orientations, placing heavier responsibilities on the Provincial Party Committee to be more creative, accelerate more in mobilizing resources, perfecting the system of mechanisms and incentive policies, attracting economic sectors to invest in infrastructure.
