Decision No. 2222/QD-TTg of the Prime Minister clearly states that the Steering Committee for the Opening Ceremony of the United Nations Convention against Cybercrime and related events in Vietnam (Steering Committee) is established to assist the Prime Minister in directing and coordinating the resolution of important, inter-sectoral tasks related to the implementation of international cooperation activities on cyber security and prevention and combat of high-tech crimes.
The Head of the Steering Committee is Deputy Prime Minister Bui Thanh Son.
Deputy Heads of the Steering Committee include: Deputy Minister of Public Security , Senior Lieutenant General Pham The Tung (Permanent Deputy Head); Deputy Minister of Foreign Affairs Dang Hoang Giang.
Members of the Steering Committee include: Deputy Minister of Finance Dang Quoc Phuong; Deputy Minister of Justice Nguyen Thanh Tinh; Deputy Minister of Science and Technology Pham Duc Long; Deputy Minister of Culture, Sports and Tourism Phan Tam; Deputy Minister of Health Nguyen Tri Thuc; Deputy Head of the Office of the President Can Dinh Tai; Deputy Head of the Government Office Trinh Manh Linh; Deputy Director of the Supreme People's Procuracy Nguyen Quang Dung; Deputy Chief of the General Staff of the Vietnam People's Army Senior Lieutenant General Phung Si Tan; Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son.
In addition, Decision No. 2222/QD-TTg also stipulates the establishment of the Standing Secretariat and 06 Sub-committees to assist the Steering Committee.
In which, the Standing Secretariat is a permanent unit, assisting the Steering Committee, chaired by the Ministry of Public Security and under the direct direction of the Head of the Steering Committee, including representatives of the Government Office, the Office of the President , the Ministries of Public Security, Foreign Affairs, Finance, Justice, National Defense, Science and Technology, Health, Culture, Sports and Tourism and the Hanoi People's Committee.
The Content Subcommittee is chaired by the Ministry of Public Security, including representatives of the leaders of the Office of the President, the Office of the Government and the Ministries of Public Security, Foreign Affairs , Culture, Sports and Tourism as members. Members of the Subcommittee can be supplemented from relevant agencies during the process of preparing content, documents and building the program.
The Finance and Logistics Subcommittee is chaired by the Ministry of Public Security, including representatives of the leaders of the Ministries of Public Security, Foreign Affairs, Finance, Health , Culture, Sports and Tourism and the Hanoi People's Committee as members.
The High-Level Diplomacy Subcommittee is chaired by the Ministry of Foreign Affairs and includes representatives of the leaders of the Office of the President, the Office of the Government and the Ministries of Foreign Affairs, Public Security, Justice, Science and Technology, Culture, Sports and Tourism as members.
The Conference Reception Subcommittee is chaired by the Ministry of Foreign Affairs, including representatives of the leaders of the Ministries of Foreign Affairs, Public Security, Culture, Sports and Tourism and the Hanoi People's Committee as members.
The Media - Culture Subcommittee is chaired by the Ministry of Foreign Affairs, including representatives of the Office of the President, the Office of the Government and representatives of the Ministries of Foreign Affairs, Public Security, Culture, Sports and Tourism, Hanoi People's Committee, Vietnam Television, Voice of Vietnam and Vietnam News Agency as members.
The Security - Health Subcommittee is chaired by the Ministry of Public Security, including representatives of the leaders of the Ministries of Public Security, Foreign Affairs, National Defense, Finance, Construction and the Hanoi People's Committee as members.
The Steering Committee has the following duties and powers: Advising and proposing specific and effective plans, solutions and methods to carry out activities for the signing ceremony of the United Nations Convention against Cybercrime and related events in Vietnam; assisting the Prime Minister in directing, coordinating and urging relevant ministries, branches and localities in the process of organizing the signing ceremony of the United Nations Convention against Cybercrime and related events in Vietnam and performing other tasks as required by the Prime Minister.
* On December 24, 2024, the United Nations General Assembly officially adopted the United Nations Convention against Cybercrime.
This is a historic event, marking the first time the international community has achieved a global legal framework to deal with criminal acts using information technology and cyberspace. The Convention is an important legal basis for countries to internalize international standards, while increasing cooperation in preventing and combating cybercrime, building a safe, trustworthy and healthy digital environment, and promoting sustainable development.
The capital Hanoi was chosen by the United Nations as the venue for the opening ceremony of the Convention on October 25 and 26, 2025, affirming Vietnam's position among the world's leading countries in terms of peace , stability and Vietnam's increasingly high role and position in the international arena.
