(MPI) – On September 9, 2024, the Prime Minister issued Decision No. 942/QD-TTg on the establishment of the Central Steering Committee for the 2025 Rural and Agricultural Census.

Accordingly, the Head of the Steering Committee is the Permanent Deputy Prime Minister Nguyen Hoa Binh . The Permanent Deputy Head of the Steering Committee is the Minister of Planning and Investment Nguyen Chi Dung. The Director General of the General Statistics Office Nguyen Thi Huong is the Deputy Head of the Steering Committee. The members of the Steering Committee include: Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy; Deputy Minister of Finance Vo Thanh Hung; Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep; Deputy Minister of Natural Resources and Environment Le Minh Ngan; Deputy Minister of Information and Communications Bui Hoang Phuong; Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union Nguyen Xuan Dinh; Chairman of the Vietnam Cooperative Alliance Cao Xuan Thu Van; Deputy Director General of the General Statistics Office Nguyen Trung Tien.
The Central Steering Committee for the 2025 Rural and Agricultural Census has the function of reviewing and deciding on the plan, schedule and detailed content of the 2025 Rural and Agricultural Census. Issue the plan for the 2025 Rural and Agricultural Census.
Assign the Minister of Planning and Investment , Deputy Head of the Standing Committee of the Steering Committee to sign the Decision promulgating the plan for the 2025 Rural and Agricultural Census and delegate the Deputy Head (Director General of the General Statistics Office) to sign documents providing professional guidance and organizing the implementation of the plan for the 2025 Rural and Agricultural Census.
The Steering Committee is tasked with establishing the Central Standing Team for the 2025 Rural and Agricultural Census (abbreviated as the Central Standing Team for the 2025 Rural and Agricultural Census) to assist the Central Steering Committee for the 2025 Rural and Agricultural Census; assigning the Minister of Planning and Investment, Deputy Head of the Central Steering Committee for the 2025 Rural and Agricultural Census to issue a Decision to establish the Central Standing Team for the 2025 Rural and Agricultural Census.
At the same time, direct and guide the establishment of the 2025 National Census Steering Committee at the provincial level (provinces, centrally run cities), the 2025 National Census Steering Committee at the district level (districts, wards, towns, provincial cities, centrally run cities), the 2025 National Census Steering Committee at the commune level (communes, wards, towns) and decentralize in providing professional guidance and organizing the implementation of the 2025 Rural and Agricultural Census plan; guide the establishment of the 2025 National Census Standing Team to assist the 2025 Central Provincial Steering Committee for the 2025 National Census, the 2025 National Census Steering Committee at the district level; direct and organize the implementation of the Census in accordance with the 2025 Rural and Agricultural Census plan.
The 2025 National Target Program Steering Committee works part-time, is organized and operates according to the Regulations attached to this Decision and self-dissolves after completing its tasks.
The working principle is that the Central Steering Committee for the 2025 Rural and Agricultural Census is under the direct leadership and direction of the Deputy Prime Minister - Head of the Central Steering Committee for the 2025 Rural and Agricultural Census in managing, operating and organizing the implementation of the 2025 Rural and Agricultural Census.
The Central Steering Committee for the 2025 National Target Program works according to the principle of democratic centralism, promoting the personal responsibility of the leader; the collective discusses, the Head of the Central Steering Committee for the 2025 National Target Program concludes and directs implementation.
The working regime of the Central Steering Committee for the 2025 National Target Program works according to the regime that emphasizes the responsibility of the Head of the Central Steering Committee for the 2025 National Target Program. The Standing Committee of the Central Steering Committee for the 2025 National Target Program and members of the Central Steering Committee for the 2025 National Target Program work part-time, complying with the assignment of the Head of the Central Steering Committee for the 2025 National Target Program.
The Central Steering Committee for the 2025 National Target Program works through plenary meetings of the Central Steering Committee for the 2025 National Target Program or ad hoc meetings according to the decision of the Head of the Committee or through collecting written opinions from members.
At the request of the member agencies of the Central Steering Committee for the 2025 National Target Program, the Head of the Steering Committee decides to supplement or replace the list of members.
Steering Committee members shall make reports assessing the implementation of assigned tasks upon request and send them to the Standing Agency for synthesis and reporting to the Steering Committee. …
Members of the Central Steering Committee for the 2025 National Target Program participate in and fully implement the activities of the Central Steering Committee for the 2025 National Target Program and promptly report and are responsible to the Head of the Central Steering Committee for the 2025 National Target Program for assigned tasks according to regulations.
Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities and relevant ministries, departments and branches shall proactively create conditions for the Steering Committee to perform the tasks of monitoring, urging, evaluating and implementing activities related to the implementation of the 2025 National Target Program.
The Standing Agency of the Central Steering Committee for the 2025 National Target Program is responsible for monitoring and urging the implementation of this Regulation; in case it is necessary to supplement or amend the Regulation, based on the proposals of the members of the Central Steering Committee for the 2025 National Target Program, the Standing Agency of the Central Steering Committee for the 2025 National Target Program shall report to the Head of the Central Steering Committee for the 2025 National Target Program for consideration and decision./.
