Establishment of the Management Board of Nam Cao University and Ninh Binh High-Tech Park

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long has just signed Decision No. 1777/QD-TTg dated August 18, 2025 on the establishment of the Management Board of Nam Cao University and Ninh Binh High-Tech Park.

The Decision clearly states that the Management Board of Nam Cao University and Ninh Binh High-Tech Park is established on the basis of reorganizing the Management Board of Nam Cao University in Ha Nam province (now Ninh Binh province).

The Management Board of Nam Cao University and Ninh Binh High-Tech Park (Management Board) is an agency under the People's Committee of Ninh Binh province, performing the function of state management over Nam Cao University and the province's High-Tech Park; managing and organizing the implementation of the function of providing administrative services and support services related to investment, construction, production and business activities of investors in Nam Cao University and the province's High-Tech Park according to the provisions of law.

The Management Board has legal status; its headquarters is located in Ninh Binh province; it uses a seal with the national emblem; it is allowed to open accounts at the State Treasury and banks; it is provided with state administrative management funds, career operation funds and development consulting capital provided by the state budget according to the annual plan and other legal funding sources according to regulations of competent authorities.

The People's Committee of Ninh Binh province specifically regulates the functions, tasks, powers and organizational structure of the Management Board to ensure compliance with the provisions of Decision No. 1748/QD-TTg dated September 27, 2013, Decision No. 1541/QD-TTg dated December 10, 2024 of the Prime Minister and relevant legal provisions.

This Decision takes effect from August 18, 2025; repeals Decision No. 628/QD-TTg dated April 28, 2014 of the Prime Minister on the establishment of the Management Board of Nam Cao University Area, Ha Nam province.
