After a long time of organizing propaganda and mobilizing families and individuals to receive compensation and site clearance (GPMB) for the State to implement the construction project of Ring Road 4 - Hanoi Capital Region, Bac Ninh city still has 27 households with residential land that have not received compensation.

According to the report of the City People's Committee on the progress of compensation and site clearance for the Investment Project on the construction of Ring Road 4 - Hanoi Capital Region (section passing through Bac Ninh city), by April 18, the total number of households that have received money according to the Approval Decision is 86/113 households (of which, Hap Linh: 19/20 households, Khac Niem: 61/86 households, Nam Son: 06/07 households) corresponding to the amount paid of nearly 325.4 billion VND. 02 households in Hap Linh ward that were not compensated for land and property have self-dismantled, moved property on the land and handed over the site. Thus, up to this point, there are 27 households that have not received compensation and site clearance (including Hap Linh 1 household, Khac Niem: 25 households, Nam Son 1 household) corresponding to the amount not paid of about 163.3 billion VND.

Households receiving compensation and land acquisition have been granted resettlement land and are allowed to construct houses in parallel with procedures for granting Land Use Right Certificates. In the coming days, the City People's Committee will continue to propagate and mobilize people to receive compensation, support and hand over the site. In case households still deliberately refuse to receive compensation and support, the City People's Committee will issue a Decision on compulsory land recovery according to Conclusion No. 1169 dated March 20, 2025 of the Provincial Party Standing Committee.

Regarding land allocated without proper authority to 70 households and individuals in Nam Son ward: Not eligible for issuance of Land Use Right Certificate, not eligible for land compensation due to current status as agricultural land, households that purchased land without proper authority do not use it stably for residential purposes, and do not have housing structures on the land. On April 17, 2025, the City People's Committee issued a Decision approving the compensation and support plan.
