1- In the process of construction and development, Hai Phong city always attaches importance to the position and role of science and technology, aiming for modern, smart and sustainable development. Resolution No. 08-NQ/TU, dated October 7, 2013, of the Executive Committee of the Hai Phong City Party Committee "On the development of science and technology to serve the cause of industrialization, modernization and international integration of Hai Phong city to 2020, vision to 2030" identifies: Development of science and technology is the top national policy, one of the most important driving forces for socio -economic development and national defense; is the foundation and driving force for growth model innovation; is the criterion for enhancing the overall strength, improving productivity, quality, efficiency and competitiveness of the economy; is one of the breakthroughs for the rapid and sustainable development of the city. On that basis, in recent years, Hai Phong city has focused on promoting the application and development of science and technology, promoting innovation, digital transformation and achieving outstanding results, maintaining double-digit economic growth for 10 consecutive years, creating new developments in industries and fields.
Regarding industry : The city continues to consolidate its position as a large, highly competitive industrial center of the country; maintain the development of a number of traditional industries with advantages and potential. At the same time, pay attention to developing high-tech industries that use little energy and are environmentally friendly, have a spreading role, and promote economic restructuring, such as the production of electrical appliances, electronics, information technology; pharmaceuticals... Through that, the proportion of high-tech industrial products in the processing and manufacturing industry gradually increases. Industries in the high-tech and high-tech application fields develop rapidly, with an increasing proportion in the value of industrial production.
Regarding agriculture and aquaculture : The city has strongly shifted to commodity production; developed agriculture and rural areas towards industrialization and modernization; formed many large-scale, effective high-tech agricultural zones. Hai Phong City continues to demonstrate its role as a center for aquaculture development; is the leading locality in the North in the production of brackish and saltwater aquatic breeds.
The maritime economy, logistics, shipbuilding, and seaport sectors have also constantly innovated and modernized equipment and technology, effectively applied information technology in management and operation of production and business activities, creating strong development steps, making Hai Phong a major maritime service, logistics, and maritime transport center of the country, increasingly affirming its role as an important traffic hub and main gateway to the sea of the northern provinces and cities, connecting the Red River Delta with the region and internationally. Along with that, the city's traffic infrastructure has made a breakthrough in the direction of synchronization and modernization. The application of scientific and technological advances in the design, construction, operation, and exploitation of transport works has contributed to reducing traffic congestion and changing the appearance of the city.
The work of protecting resources, the environment , and responding to climate change and rising sea levels is increasingly focused on. The city is interested in attracting and selecting investors with economic potential, applying modern science and technology, especially applying environmentally friendly production technology to minimize environmental impacts.
Promoting research and application of science and technology to serve the development of industries and fields has achieved many important results. The proportion of total factor productivity (TFP) contributing to the city's GRDP in 2024 will reach 45.5%; the proportion of value of high-tech and technology products and products applying high technology and technology in GRDP will reach 69.5%; the speed of equipment and technology innovation will reach 15.08%. Hai Phong City ranked third nationwide in the Local Innovation Index (after Hanoi and Ho Chi Minh City), rising to eighth place nationwide in the provincial digital transformation index rankings.
However, besides the achieved results, the scientific, technological and innovation activities of Hai Phong city still have some limitations. Applied research activities, transfer of scientific and technological advances into production and life have not created breakthroughs; some areas have not received adequate and proper attention, such as urban management and development, transportation, environmental resources, high-tech agriculture. Research and development activities in the business sector are still limited. The linkage between sectors, localities and units is not high. The speed of technological innovation is still slow. Total social investment in science and technology is still low, investment from the budget for scientific and technological activities has not ensured at least 2% of the total annual city budget expenditure. The team of scientific and technological staff still lacks leading experts and a team of young, highly qualified successors. Lack of linkage between scientific research, education and training in production and business, lack of close cooperation between research organizations, universities and enterprises. Research and implementation capacity of staff working in science and technology is still limited. Mechanisms and policies in using, rewarding and attracting high-level scientific and technological human resources are still in the research process, with many barriers...
The reason for the above limitations is that some Party committees and authorities at all levels have not yet deeply recognized the role of science and technology; many goals, tasks and solutions have been set out, but there is a lack of attention, leadership, direction and initiative in organizing implementation. The State's mechanisms, policies and laws on science and technology development are not strong and consistent; they do not really encourage or require technological innovation for enterprises; there are no specific regulations on the obligations of enterprises regarding the establishment and operation of the Science and Technology Development Fund of enterprises. Planning, training and fostering; policies and regimes for cadres working in science and technology have not received due attention. Training is not linked to the requirements of the human resource market, there is a lack of incentive mechanisms in training and attracting and using talents as well as mechanisms linking science and technology with production and business. Many businesses still have the mindset of waiting and relying on the State, and are not interested in applying scientific and technological research results to production and business.
2- In response to the strong development requirements of the country in the era of national development, in order to successfully achieve the goals set by the whole country and the city by 2030, with a vision to 2045, it is necessary to set out strong, strategic policies and decisions to create new momentum and breakthroughs for the development of science, technology, innovation and digital transformation. Implementing Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo, "On breakthroughs in the development of science, technology, innovation and national digital transformation", the Standing Committee of the Hai Phong City Party Committee issued Decision No. 1662-QD/TU, dated February 19, 2025, "On the establishment of the Steering Committee for the development of science, technology, innovation and digital transformation in Hai Phong City", with the Secretary of the City Party Committee as Head of the Steering Committee. To specify the goals, tasks, and solutions for developing science, technology, innovation, and digital transformation, on February 25, 2025, the Standing Committee of the Hai Phong City Party Committee issued Action Program No. 89-CTr/TU to implement Resolution No. 57-NQ/TW of the Politburo with the core content of accelerating the process of economic restructuring associated with renewing the city's growth model, in which science, technology, and innovation are the main driving forces to accelerate digital transformation and energy transformation; developing a green economy and a circular economy is the focus, considering this the "golden key" to bring Hai Phong city to breakthrough development and comprehensive development in the era of national development.
The Standing Committee of the Hai Phong City Party Committee has identified a system of 45 specific targets by 2030, corresponding to Resolution No. 57-NQ/TW of the Politburo, in which many targets are higher than the level set out in Resolution No. 57-NQ/TW, such as the contribution rate of total factor productivity to economic growth is from 62% to 65%; the scale of the digital economy is 40%; the proportion of the population with electronic payment accounts and cashless transactions is over 85%. The city also added a number of targets demonstrating the position of science, technology, innovation and the determination to make breakthroughs in the development of science, technology and innovation, such as maintaining the city's annual local innovation index, reaching the top 3 nationwide or higher; by 2030, the city strives to be in the top 200 cities with a global dynamic innovation ecosystem index; The average rate of technological innovation by 2030 will reach 20% to 22% per year. The city also sets a goal of striving by 2045 for science, technology, innovation and digital transformation to be an important resource, mainly for socio-economic development, national defense and security; economic growth based on science, technology, innovation and digital transformation, striving for the digital economy to account for 60% of the city's GRDP, aiming for sustainable socio-economic development, being one of the country's digital technology centers, in the top 3 nationwide in innovation and digital transformation; striving to be in the top 100 cities with a global dynamic innovation ecosystem index; the ratio of digital enterprises equivalent to developed countries is 1/1,000 enterprises; having 2 or more digital enterprises on par with advanced countries; attracting 3 more organizations and leading technology enterprises in the world to set up headquarters, invest in research and production in Hai Phong. Resolution No. 45-NQ/TW, dated January 24, 2018, of the Politburo, "On the construction and development of Hai Phong city to 2030, vision to 2045, defining the vision to 2045", Hai Phong becomes a city with a high level of development in the group of leading cities in Asia and the world.
To help cadres, civil servants, public employees, workers, armed forces, party members and people of all walks of life have a deeper understanding of the necessity of developing science, technology, innovation and digital transformation; ensure the thorough, serious and effective implementation of the Party's and the City Party Committee's policies, in line with the practical situation of agencies and units, avoiding formalities and waste, on March 10, 2025, the Standing Committee of the Hai Phong City Party Committee held a direct and online conference to thoroughly understand and implement documents of the Central Committee and the City Party Committee on breakthroughs in science, technology development, innovation and national digital transformation.
Hai Phong City is actively and comprehensively implementing Resolution No. 57-NQ/TW of the Politburo. To create a breakthrough in the development of science, technology, innovation and digital transformation of the city, the city will focus on the following tasks in the immediate future:
Firstly, Party committees, Party organizations, authorities, agencies, units and localities continue to thoroughly grasp and vigorously implement Resolution No. 57-NQ/TW of the Politburo and Action Program No. 89-CTr/TU of the Standing Committee of the City Party Committee to each cadre, Party member and the masses. On that basis, concretize them into plans and tasks that are close to reality and in accordance with the instructions of the Central and the city. The results of implementing Resolution No. 57-NQ/TW and Action Program No. 89-CTr/TU are included in the criteria for evaluating the completion of tasks and emulation and rewards of agencies, units and individuals.
Second, update new contents on the implementation of Resolution No. 57-NQ/TW of the Politburo guided by the Central Steering Committee and new contents proposed by all levels and sectors of the city, complete the Action Program of the Standing Committee of the City Party Committee. The Steering Committee for the implementation of Resolution No. 57-NQ/TW of the city studies and develops a framework plan for agencies, units and localities on science and technology development, innovation and digital transformation in accordance with the motto "5 clear" (clear work, clear leading unit, clear products, clear progress and clear resources). Right in 2025, the city will select and solve fundamental and practical problems; specific tasks, immediately applied in practice, creating a foundation for the period 2026 - 2030, creating a boost to increase labor productivity, creating trust for cadres, party members and people.
Third, develop programs, organize and implement propaganda activities, raise awareness of Party committees, authorities and the whole society about the role and importance of science, technology, innovation and digital transformation, create positive spread, create trust and new momentum in society; deploy the dissemination of basic knowledge about digital transformation to all people so that the whole society feels the urgency of equipping them with knowledge, skills and means to be able to adapt and develop in the future (in the immediate future, it is possible to research and organize training programs, training in information technology skills, artificial intelligence application skills, etc. free of charge for cadres, party members, people and businesses).
Fourth, focus on concretizing mechanisms and policies, especially the 12 new pilot mechanisms and policies issued in Resolution No. 193/2025/QH, dated February 19, 2025, of the National Assembly, "On piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation"; develop and promulgate specific and outstanding mechanisms and policies of the city, creating a legal corridor, favorable conditions and environment for breakthrough development in science, technology, innovation and digital transformation; allocate adequate resources, promptly promulgate policies to attract and effectively use resources for timely implementation.
Fifth, increase investment, innovation, improve the quality of education and training, ensure the development of high-quality human resources, meet the requirements of science, technology development, innovation and digital transformation of the city. Promote the construction of a lifelong learning society so that each citizen can self-improve, adapt, and not fall behind the rapid development of science and technology, thereby meeting the task of building and developing Hai Phong city, contributing to making Hai Phong a city with a high level of development in the group of leading cities in Asia and the world./ .
