Typical models in new rural development in Thieu Hoa

Thieu Hoa is a key district of the province in agricultural development. The district has many potentials and advantages in terms of land and irrigation for large-scale agricultural development, so in the roadmap for new rural construction, the district has focused on leading and directing agricultural development in a sustainable direction, from the planning of production development areas, crops and livestock suitable to the actual conditions of each locality to the application of central and provincial mechanisms and policies to invest in agriculture. Along with that, the district has also issued support projects to attract businesses, encourage investors in the agricultural sector, and transform production models towards large-scale, high-tech applications in the value chain. Therefore, in the agricultural sector, the district has formed many large-scale concentrated production areas and models such as: rice production areas (8 areas) with large scale of 10 hectares or more in Thieu Hop, Thieu Vien, Thieu Giao communes, Thieu Hoa town, Thieu Phuc... to produce rice in the organic direction; 14 tray seedling production facilities serving 40% of the rice planting area in the district; 5 cooperatives have invested in plows, transplanters, and harvesters to serve production households. The efficiency of concentrated rice production areas is 1.5 times higher than that of conventional rice production; The concentrated sugarcane production area has 200 hectares in association with Lam Son Sugarcane Joint Stock Company, with economic efficiency of 85 - 90 million VND/ha (average yield of 70 tons/ha, sugarcane price of 1,250 million VND/ton; the concentrated fruit tree area (orange, grapefruit, jackfruit) is from 3 hectares up to 30 hectares with economic value of 200 to 400 million VND/ha; the concentrated safe vegetable production area is 44 hectares with economic efficiency of 300 - 400 million VND/ha; the concentrated melon growing area in greenhouses and net houses is 14 hectares, economic efficiency of 700 - 900 million VND/ha...

In the New Rural Development Program, the environment is one of the important criteria and has attracted many cadres, members and union members to participate. Through that, localities in the district have built outstanding models with their own mark. The highlight is "Bright, green, clean, beautiful and safe residential areas". To achieve the 5 criteria of the model, the Vietnam Fatherland Front Committee and unions at all levels have launched and called on philanthropists and businesses to support funding for implementation. According to district statistics, the whole district has mobilized 7,734 households to donate 122,237m2 of land, contribute more than 445.8 billion VND, 86,325 working days, pour concrete for more than 286km, asphalt for more than 153.8km of roads, build and renovate 407,307m of fences, install more than 243.7km of rural lighting lines... to implement the model "Bright - green - clean - beautiful - safe".

The model of "The National Flag and Party Flag Road" was directed by the Standing Committee of the District Fatherland Front Committee to the communes and towns in the district to build in order to create motivation for the people and cadres in the district to strive to successfully build an advanced new-style rural district towards becoming an urban area. On major holidays and anniversaries, the people of the villages and sub-regions hang flags brightly; the old faded flags are replaced and there are fixed flags in rows to create neatness, orderliness and solemnity. The model of "The National Flag and Party Flag Road" is a model of high significance in the construction of new-style rural areas in the district, especially in the period of striving to build an advanced new-style rural district. The flag road not only creates a highlight in the construction of the environmental landscape but is also a form of patrioticeducation for everyone, especially the young generation.

The model of "Camera with security and order" is one of the outstanding models in the new rural construction in Thieu Hoa district. Thieu Hoa district police (formerly), now the police of communes and towns, have coordinated with local authorities in many creative ways. The emergence of the camera system in public areas and residential areas has effectively supported the police force in ensuring social order and security. Up to now, the whole district has installed over 2,000 camera eyes facing public places and traffic roads. Of which, 24/24 communes and towns have installed 783 eyes, 1,264 households with nearly 1,300 eyes with a total cost of over 7 billion VND from the local budget, support from the District People's Committee and contributions from people and businesses, along with a 98-eye security and order surveillance camera system installed by the District People's Committee with a cost of 2 billion VND. Extracting images from cameras has helped the police force detect and clarify many cases and violations of the law on traffic accidents, property theft, intentional injury... The model helps stabilize social order and safety in the area, creating conditions to promote socio-economic development.

The positive results from the models formed in the process of building new rural areas, advanced new rural areas, and model new rural areas in Thieu Hoa district have affirmed their clear effectiveness. The models have been replicated and formed from the combined strength of the entire political system, the support and consensus of all classes of people, contributing to the implementation of new rural criteria, especially the criteria of advanced new rural districts in 2025.
