On April 18, responding to VTC News, Mr. Nguyen Duc Tien - Chief Inspector of Quang Nam province said that he had just organized an announcement of the decision to conduct a comprehensive surprise inspection of the Residential Area No. 1 expansion project in Dien An ward (abbreviated as Residential Area No. 1) invested by Minh Hoang Long Construction Joint Stock Company.
The inspection of the above project will be carried out within 45 days.

The purpose of the inspection is to clarify the difficulties, obstacles, responsibilities and obligations of the investor, Minh Hoang Long Construction Joint Stock Company and related parties to the KDC No. 1 project; clarify violations, errors (if any) and other legal issues in the delay in completing the project in order to promptly rectify and handle them.
Previously, as VTC News reported, the No. 1 residential area project in Dien An ward, Dien Ban town was invested by Minh Hoang Long Construction Joint Stock Company, with Mr. Tran Quang Hy - Chairman of the Board of Directors of the company as the representative.
The project was allocated land in the first phase by the People's Committee of Quang Nam province with 6.18 hectares and was granted a construction permit by the Department of Construction on June 25, 2019. According to the plan, on December 31, 2019, the investor handed over land use right certificates to more than 300 customers.
However, the progress of the construction of Residential Area No. 1 has only reached 90% of the assigned area. On the land where the project "sprouted", the construction unit has cleared the ground to divide the plots, built the power grid system, paved the sidewalks, and drainage ditches but has not installed pipes. In many areas, manhole covers and lighting have not been invested in, causing the residential area to lose its beauty and even pose a potential danger.
For this project, the People's Committee of Quang Nam province has issued a decision approving a specific land price plan to calculate land use fees. From there, the Quang Nam Provincial Tax Department issued a notice that the land use fee that the company must pay is nearly 67 billion VND. Up to now, the company has only paid nearly 20 billion VND, the remaining debt is nearly 50 billion VND, including: Land use fee is more than 47 billion VND, late payment fee is more than 2 billion VND.
On August 30, 2023, the Quang Nam Provincial Tax Department reported to the Quang Nam Provincial People's Committee on the tax debt situation and proposed recommendations on handling tax debts for Minh Hoang Long Construction Joint Stock Company. Thereby, the Tax Department requested the Quang Nam Provincial People's Committee to direct relevant agencies and the Dien Ban Town People's Committee to implement state management measures for the No. 1 Residential Area Project; widely notify people not to trade, buy, or deposit land plots at the project; coordinate and support the Tax Department in collecting tax debts or have a plan to recover the project if the investor is unable to pay tax debts or abandons the business address.

On September 6, 2023, the People's Committee of Quang Nam province requested relevant agencies and units to study the content of the Tax Department's proposal; promptly resolve within their authority or advise the Provincial People's Committee to consider and resolve in accordance with regulations. Timely inform the public widely, not to let problems arise, affecting security and order in the province.
After that, the Quang Nam Provincial Tax Department issued a notice on the temporary suspension of exit for the Chairman of the Board of Directors of Minh Hoang Long Construction Joint Stock Company to the Immigration Department ( Ministry of Public Security ), requesting to stop the exit on the grounds that the taxpayer is an enterprise that is being forced to execute administrative decisions on tax management and has not yet fulfilled its tax payment obligations. At the same time, the Tax Department sent an official dispatch requesting the Quang Nam Provincial Land Registration Office to provide information on the list of assets that are the company's land use rights to enforce the measure of property seizure according to regulations.
