On September 20, Secretary of the Hanoi Party Committee Dinh Tien Dung signed and issued Directive 25 of the Standing Committee of the City Party Committee on continuing to strengthen the Party's leadership and direction in fire prevention, fighting, and rescue work in Hanoi in the new situation.
The Directive sets out 7 key tasks requiring Party committees at all levels, authorities, and the Fatherland Front ... in the capital to focus on directing and strictly and effectively implementing fire prevention and fighting work.
According to the directive, the fire and explosion situation in the area has been complicated recently. The fire that occurred in many apartments in Khuong Dinh ward (Thanh Xuan district) is a particularly serious and regrettable incident, causing serious consequences and damage to people and property, affecting security, order and people's lives.
The causes of the above limitations and weaknesses are mainly due to the rapid urbanization and population growth, but the infrastructure and equipment for fire prevention and fighting have been invested, but have not met the actual requirements. In some places, the leadership and direction of fire prevention and fighting and rescue work is sometimes lax and not strict. In addition, the work of inspection, examination and handling of violations is not strict, many places do it "perfunctorily, perfunctorily".
From the above situation, the Standing Committee of the City Party Committee requested relevant units to mobilize maximum local forces and people to participate in fire fighting, especially during the "golden time" of 5 minutes from the time the fire broke out.
The Hanoi Party Committee requires strict implementation of resolutions, directives, programs, plans and guiding documents of the Central Government and the city on fire prevention and fighting and search and rescue work.
Hanoi requires heads of Party committees, authorities, agencies and enterprises to take responsibility when fires and explosions occur, causing serious damage to people and property within their leadership and management scope.
The Hanoi Party Committee clearly stated that all violations of fire prevention and fighting and search and rescue must be strictly handled. Violators and fire prevention and fighting must be made public so that the community and surrounding residents know.
