Ho Chi Minh City Party Committee directs early support policies for district and commune levels to arrange and surplus

The Standing Committee of the Ho Chi Minh City Party Committee has just issued a document agreeing with the proposal of the Party Committee's Organization Board on the situation of cadres and civil servants at district and commune levels.

The Standing Committee assigned the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee to lead the Ho Chi Minh City People's Committee to direct relevant agencies to promptly advise on the development of a number of support policies for cadres, civil servants, public employees, and workers of the city (non-professional workers at the commune level and a number of other subjects in the political system).

Project to support capital for cadres, civil servants, public employees, workers subject to streamlining and non-professional workers who have to quit their jobs during the process of rearranging the political system's apparatus, rearranging and reorganizing administrative units according to the 2-level local government organization model, reporting to the Standing Committee of the City Party Committee before May 20, 2025.

Inform and direct corporations and state-owned companies under the city's management to strengthen the review and consideration of priority recruitment for cadres, civil servants, public employees, and surplus workers who have sufficient qualifications, capacity, and meet the criteria and requirements of the job positions to be recruited; research, support, advise, and introduce jobs in the private sector; create conditions for effective use and exploitation of the city's resources.

Review and carry out the appointment of civil servant ranks corresponding to the requirements of the job position for district-level cadres who are not yet civil servants but are elected, approved, and appointed to positions and titles of cadres in accordance with the provisions of law if they are transferred or rotated to civil servant positions according to regulations.

Review and implement the conversion of cadres into civil servants for commune-level cadres according to regulations.

Review the team of civil servants, collaborators, and workers of the District Urban Order Management Team, propose appropriate arrangements, and report to the Standing Committee of the City Party Committee before May 20, 2025.

Resolve policies and regimes for cadres, civil servants, public employees, workers and part-time workers when implementing organizational restructuring and administrative unit restructuring to ensure compliance with regulations and timeliness; protect the rights of cadres, civil servants, public employees, workers and part-time workers so that their lives can soon stabilize.

Assign the Standing Committee of the District Party Committee, the District Party Committee, and the Thu Duc City Party Committee to receive full-time union officials from 22 labor federations of districts, towns, and Thu Duc City to arrange work in communes and wards after the reorganization.

Assign the City Party Committee's Organization Committee to review and appoint corresponding civil servant ranks according to the requirements of the job position for district-level cadres who are not yet civil servants but are elected, approved, and appointed to hold positions and titles of cadres if they are transferred or rotated to civil servant positions in Party agencies, the Fatherland Front , and socio-political organizations of the city according to regulations.
