Regarding the content, the Vietnam Association of Seafood Exporters and Producers (VASEP) proposed 6 solutions to remove difficulties for seafood enterprises; based on the direction of the Prime Minister, Deputy Prime Minister Le Minh Khai directed the ministries and agencies: Finance, Labor - Invalids and Social Affairs, Public Security, Construction, Planning and Investment, Agriculture and Rural Development, State Bank of Vietnam, Vietnam Social Security, Vietnam Bank for Social Policies, Vietnam General Confederation of Labor according to their assigned functions and tasks to consider and handle VASEP's recommendations in accordance with the law, and report to the Prime Minister the results of the handling before July 25, 2023.

The State Bank of Vietnam shall preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and agencies to review and handle, in accordance with regulations, recommendations on adjusting lending interest rates, granting credit, and restructuring debts in accordance with the solutions prescribed in Resolution No. 88/NQ-CP dated June 8, 2023, and a VND 10,000 billion credit package to support enterprises in the forestry and fishery production and processing industry in accordance with the direction of the Prime Minister in Notice No. 167/TB-VPCP dated May 1, 2023.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to urgently and seriously implement Resolution No. 88/NQ-CP dated June 8, 2023 on the regular Government meeting in May 2023 online with localities on VAT refunds for people and businesses in accordance with the law; consider and handle recommendations on extending policies on tax exemption, reduction, extension of tax payment, land rent and exemption and reduction of fees and charges until the end of 2023, expanding the scope of application of the 2% VAT rate reduction for all goods and services with a tax rate of 10% in accordance with regulations and instructions of Government leaders in Documents No. 1783/VPCP-KTTH dated May 30, 2023 and Document No. 3417/VPCP-KTTH dated May 15, 2023.
The State Bank of Vietnam and the Vietnam Bank for Social Policies, according to their assigned functions and tasks, shall consider and handle according to regulations the proposal to continue lending to enterprises from the Vietnam Bank for Social Policies to pay wages for employees during suspension of work.
The Ministry of Labor, War Invalids and Social Affairs and the Vietnam Social Security, according to their assigned functions and tasks, shall consider and handle according to regulations the proposal to reduce the unemployment insurance fund contribution rate for enterprises until the end of 2023, study, amend and propose to reduce the unemployment insurance contribution rate from 1% to 0.5% and temporarily suspend the payment of occupational accident and disease insurance until the end of 2023, allowing enterprises to defer social insurance payment from 3 to 6 months.
The Ministry of Public Security and the Ministry of Construction, according to their assigned functions and tasks, shall preside over and coordinate with relevant agencies to review and handle according to regulations recommendations on research and propose solutions in the direction of reviewing and amending regulations on fire prevention and fighting to classify the level of fire prevention and fighting risks for production and business activities; apply fire prevention and fighting conditions according to the level of risk, minimizing unnecessary costs for businesses.
The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, agencies and localities to review and handle according to regulations recommendations to simplify investment procedures for seafood processing factories to invest in increasing capacity and innovating technology.
The Vietnam General Confederation of Labor shall preside over and coordinate with relevant agencies to review and handle in accordance with regulations the proposal to reduce the level of trade union fee payment.
The Ministry of Agriculture and Rural Development studies VASEP's recommendations to find appropriate solutions according to its assigned functions and tasks, in accordance with its authority and current regulations, and proactively coordinates with the above ministries and agencies in handling VASEP's recommendations to remove difficulties for the fisheries sector in the current period.
