Faced with the risk of some key transport projects being behind schedule, the provincial authorities and localities where the projects pass through are actively removing difficulties and obstacles in site clearance, materials for construction, etc. to speed up the implementation of the projects.

According to the Department of Transport, due to difficulties and obstacles in site clearance work, the progress of the project connecting National Highway 217 with National Highway 45 and National Highway 47 has been affected. The construction site of the project has only been handed over 9.326km/14.66km (63% achieved). The section from Km9+326.15 to Km14+660 has not been cleared yet because the competent authorities have not yet allocated additional funds for implementation. The project of the road from Voi intersection - Thanh Hoa city to Sam Son city, at the intersection with Highway 4C Km11+743, is unfinished and has been temporarily suspended due to households obstructing the construction and demanding compensation for losses during the construction process that affected houses and structures.
Regarding the coastal road construction investment project, Nga Son - Hoang Hoa section, although the Provincial Party Committee and Provincial People's Committee have resolutely directed to resolve difficulties and obstacles; at the same time, required the contractor to mobilize the highest human resources, machinery, equipment, materials, and add more construction teams to speed up the project implementation progress, striving to complete the roadbed before June 30, 2024. Along with that, the Department of Transport and the Traffic Construction Investment Project Management Board regularly organize field inspections, review meetings, approve adjustments to the detailed construction schedule, have issued many reminders and warnings to contractors behind schedule... However, the main contractors constructing the road have not seriously and fully implemented the instructions and conclusions, leading to very slow construction progress, unable to complete the project according to the contract schedule.
The traffic project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa has been delayed in handing over the construction site due to the capital allocated for site clearance not meeting the requirements. Up to now, only 15.456/16.442km (94%) have been handed over. Some locations have overlapping sites, so the contractors have had difficulty in implementing the project to ensure its progress; embankment materials and crushed stone aggregates in the project area are scarce and prices have increased.
Faced with the above difficulties and obstacles, the Department of Transport is actively coordinating closely with localities to promptly resolve difficulties and obstacles in site clearance work, especially projects with land clearance problems such as: Traffic route from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa, remaining 1.07km in Nga Son district, has not been cleared; traffic route connecting National Highway 217 with National Highway 45 and National Highway 47, remaining section from Km9+326.15 to Km14+660, 5.33/14.66km long, has not been cleared... Localities continue to meet and mobilize each household with problems to agree with compensation plans for site clearance, and promptly hand over the site for the contractor to construct the project.
Difficulties in roadbed materials for the project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa, the project's roadbed material demand is about 265,000m3, currently the Provincial People's Committee has approved to take land from 4 quarries of Cuong Giang Co., Ltd., Huong Xuan Waterway Transport Joint Stock Company, Hung Cuong Co., Ltd., Tien Chung Co., Ltd. in Bac Son ward (Bim Son town). In addition, Cuong Giang Co., Ltd. has been approved by the Provincial People's Committee to collect land to fill the quarry area with a volume of about 223,000m3 and the company is preparing documents for a mining license to send to relevant provincial agencies for consideration.
The Department of Transport is also focusing on urging mine owners to increase the capacity of mining and supplying materials to ensure the project is completed on schedule. The Traffic Construction Investment Project Management Board regularly supervises construction, inspects the quality of works, and resolutely handles violations in the implementation of construction contracts. Along with that, it urges contractors to focus on mobilizing machinery, equipment, human resources, and materials, taking advantage of favorable weather to work overtime, increase shifts, arrange additional construction teams, and be flexible in implementing construction solutions. In particular, it focuses on strictly controlling the progress and quality of construction for contractors that are behind schedule, especially the coastal road project section Nga Son - Hoang Hoa.
To ensure that traffic projects are completed on schedule, in addition to the efforts of relevant sectors of the province and localities where the projects pass through in removing difficulties and obstacles, construction contractors need to be more proactive in mobilizing financial resources, machinery and human resources to speed up the progress of traffic projects.
