As a locality with many key projects underway, the site clearance work in Nghi Son town is facing many difficulties and obstacles. The Nghi Son Town Party Committee and People's Committee are making efforts to mobilize the entire political system to participate in advocacy and propaganda work; at the same time, focusing on conducting inventory, land recovery, compensation, support and resettlement, and soon creating a clean site for projects to be implemented smoothly.

Dong Vang Industrial Park project has an area of ​​491.9 hectares, located in the communes of Tan Truong, Tung Lam, Phu Lam of Nghi Son town. With a total investment of 2,400 billion VND, this is a project expected to be invested synchronously and exemplary, meeting the need to build large-scale factories, acting as an "anchor" for the development of Industrial Park No. 15 of Nghi Son Economic Zone. However, this project is facing the risk of being behind schedule due to many difficulties.

According to Nghi Son Town People's Committee, the total area that must be cleared for this project is up to 467.39 hectares, affecting 413 households and 12 organizations. However, currently, there are still 199.47 hectares that have not been handed over. One of the significant difficulties is the problem related to the allocation of resettlement land at the wastewater treatment plant. In the wastewater treatment plant area, there are 12 households eligible for resettlement land allocation, of which 7 households are registered at Truc Lam resettlement area and 5 households at Hai Binh resettlement area. However, Nghi Son Town People's Committee does not have enough basis to issue a decision on land allocation and land use fee collection.

Along with that is the difficulty in handling the overlap with the land assigned by the Nghi Son Town Forest Protection Management Board. Accordingly, there are 59.45 hectares of land that have been issued with land recovery decisions, mainly without compensation for land, only compensation for crops; however, households do not agree with the recovery decisions.

Also related to the Dong Vang Industrial Park Project, to implement the project, it will be necessary to arrange resettlement for 238 households living in Tung Lam and Phu Lam communes. Currently, the Investment Project to build resettlement areas in Tung Lam and Phu Lam communes is being implemented. However, the implementation of these two projects continues to face difficulties due to problems in land acquisition for 10.26 hectares of land of organizations and individuals.

According to the Board of Land Acquisition and Resettlement Support of Nghi Son Town, up to now, these two resettlement areas have been issued with land acquisition notices, completed inventory, examined land origin, and determined specific land prices, but there is no basis for compensation. The reason is that from August 1, Land Law No. 31/2024/QH15 and Decree 88/2024/ND-CP of the Government regulating compensation, support and resettlement when the State acquires land have come into effect; accordingly, Decision No. 16/2023/QD-UBND dated April 20, 2024 of the People's Committee of Thanh Hoa province regulating compensation, support and resettlement when the State acquires land in Thanh Hoa province has expired. Up to now, the Provincial People's Committee has not issued regulations on compensation, support and resettlement when the State recovers land to replace Decision 16/2023/QD-UBND dated April 20, 2024, so Nghi Son Town People's Committee has not had a basis to issue a decision approving the compensation plan for the remaining areas of the project.

One of the other projects that Nghi Son town is focusing on for site clearance is the Dynamic Urban Development Project - Tinh Gia Urban Sub-project. This project uses loans from the World Bank and the funding agreement will close on June 30, 2025. However, the project still has problems in implementing site clearance for many items such as: Construction of resettlement area in Xuan Lam ward, renovation of Cau Trang canal (Hai Hoa ward), Than canal, Binh Minh road and the road from National Highway 1A to Ninh Hai beach.

Also according to the Board of Land Acquisition and Resettlement Support of Nghi Son town, the unit is currently focusing on resolving all problems to hand over the Kenh Than River project before September 30; at the same time, speeding up the progress of handing over resettlement land to the remaining households that have not been approved for resettlement, completing the handover in October 2024 to have a source of revenue to serve the compensation and land acquisition work for the remaining projects.

According to Plan No. 06/KH-UBND dated January 5, 2024 of the Provincial People's Committee, Nghi Son town was assigned to clear 59 projects, with a total area of ​​nearly 386.7 hectares. Of these, there are 42 public investment projects and 17 projects invested by enterprises. By the end of August 2024, the clearance rate for direct investment projects had reached 85.8%; however, the clearance rate for public investment projects had only reached 36.8%.

Currently, the Standing Committee of Nghi Son Town Party Committee is focusing on directing and assigning responsibilities to the heads of Party committees, authorities, heads of units, departments, offices, and teams in the land acquisition work to continue to propagate for the people to agree with the land acquisition work. The Town People's Committee has also requested the People's Committees of communes and wards with projects to focus on resolving disputes and petitions of the people about land and assets attached to land; carry out the task of examining the origin, time, and process of land use, examining eligible subjects for resettlement, and conditions for enjoying support policies in accordance with the provisions of law, ensuring the required deadline.

In order to create a legal corridor for the fundamental resolution of land acquisition and clearance problems in the coming time, the town is proposing that the Provincial People's Committee soon issue decisions to adjust Decision No. 16/2023/QD-UBND dated April 20, 2023 regulating compensation, support, and resettlement when the State acquires land in Thanh Hoa province. From there, the Nghi Son Town People's Committee has a basis to approve compensation plans, creating a site for projects to continue to be implemented as planned.
