An additional 430 MW of renewable electricity was generated.

Seven transitional renewable power projects, with a total capacity of more than 430.2 MW, have just completed commercial operation procedures and started generating electricity to the grid.

According to updated data from Vietnam Electricity Group (EVN), by the afternoon of May 31, 9 renewable energy projects had submitted documents for recognition of commercial operation date (COD) - this is the condition for power generation projects to be connected to the grid.

Of these, 7 projects and project parts with a total capacity of more than 430.2 MW were connected to the grid, doubling the operating capacity compared to two days ago. In addition, 40 other projects were approved for temporary prices by the Ministry of Industry and Trade .

These projects are among 59 transitional renewable energy projects that have not yet had prices, and have submitted documents for price negotiations and power purchase agreements (PPA). Investors of 85% of these projects have proposed a temporary price equal to 50% of the ceiling price of the price range, or 754-908 VND per kWh (excluding VAT), depending on the type of solar or wind power source.

EVN and investors have negotiated prices and signed PPA contracts with 46 projects.

On the side of the Ministry of Industry and Trade, this agency has accepted works and parts of works for 19 projects; granted electricity operation licenses (a necessary procedure according to the Electricity Law for electricity projects to be exploited) for 27 projects and extended investment policies for 22 other projects.

The Ministry of Industry and Trade, EVN and related units have accelerated the removal of obstacles related to documents, procedures for negotiating temporary prices and power purchase contracts to soon put renewable energy projects into commercial operation and generate electricity in the context of the risk of power shortage in the 2023 dry season. At least two dialogues with investors in wind and solar power have been organized by the management agency and EVN to remove difficulties for these projects.

Currently, the total capacity of renewable energy projects that are behind schedule is more than 4,600 MW. Of these, nearly 2,100 MW of 34 transitional projects have completed construction and testing. These projects will not enjoy preferential prices (FIT prices) for 20 years and must negotiate electricity prices with EVN according to the electricity price framework issued by the Ministry of Industry and Trade earlier this year, with prices 20-30% lower than before.

Last week, the Ministry of Industry and Trade explained that the delay in negotiating and operating transitional renewable energy projects was due to many investors violating legal regulations on planning, land, and construction investment. Others have not completed their documents to be granted electricity operation licenses, so their projects have not met legal procedures.
