Creating industrial ecosystems

Supporting industry is always the key link but also the biggest bottleneck in the development roadmap of Vietnam's automobile industry. In fact, currently only about 300 - 400 Vietnamese enterprises are capable of participating in the supply chain for automobile manufacturers, most of them focusing on simple components with low added value. The reasons come from small scale, limited financial capacity, low technology and especially the lack of long-term orders for systematic investment.

In that context, along with macro policies, the cooperation plans of automobile manufacturing enterprises with supporting enterprises are an important push to promote the development of the domestic automobile industry.

On June 9, 2025, more than 1,000 domestic industrial and supporting manufacturing enterprises attended the Conference "Enhancing localization and developing the supplier system" organized by VinFast . Here, the leading electric vehicle company in Vietnam announced a series of strong incentive policies to promote the development of the supporting industrial ecosystem, aiming to localize up to 80% by 2026.

One of the notable highlights at the conference was the announcement of incentives of up to 50% of land rental fees for the first 3 years and 20% for the next 5 years, applicable to businesses investing in building factories at VinFast's two automobile manufacturing complexes in Hai Phong and Ha Tinh . This is considered a specific and practical commitment from VinFast to motivate Vietnamese businesses to participate deeply in the high-tech automobile manufacturing chain.

Not only supporting the premises, VinFast also offers a policy of consuming output products according to the plan agreed with the partner enterprises. This helps to remove one of the biggest barriers for domestic supporting enterprises, which is stable and long-term output. In addition, the pure Vietnamese electric vehicle company also affirms that it will play the role of a bridge, supporting Vietnamese enterprises to approach international partners to receive technology, technical and management transfer, thereby improving global competitiveness.

Bà Thái Thị Thanh Hải, Phó Chủ tịch Tập đoàn Vingroup kiêm Phó Tổng giám đốc VinFast toàn cầu: VinFast mong muốn chia sẻ cơ hội phát triển và thành công với cộng đồng doanh nghiệp trong nước gia tăng năng lực cạnh tranh toàn cầu cho công nghiệp ô tô Việt Nam
Ms. Thai Thi Thanh Hai, Vice President of Vingroup and Deputy General Director of VinFast Global: VinFast wishes to share development and success opportunities with the domestic business community to increase global competitiveness for the Vietnamese automobile industry.

At the event, Ms. Thai Thi Thanh Hai, Vice President of Vingroup and Deputy General Director of VinFast Global, shared: The company aims to produce more than 500,000 vehicles/year by 2027 and reach 1 million vehicles/year by 2030. Along with that, the localization rate is expected to reach 80% by 2026, which can be considered an ambitious number in the context that Vietnam's supporting industry is still in the early stages of development.

" VinFast wishes to share development and success opportunities with the domestic business community. Together, we will create strong internal strength, increasing global competitiveness for the Vietnamese automobile industry ," Ms. Hai emphasized.

Another solution to the market capacity problem

VinFast is currently the only pure electric car brand in Southeast Asia and has been the leading brand in Vietnam in terms of sales in the past two years. The company not only focuses on the domestic market but also expands global production with factories under construction in India and Indonesia. Therefore, this enterprise's orientation to gather enterprises producing auxiliary components for the automobile industry not only helps ensure the development of the domestic market but also reaches out to the international market, removing the bottleneck in market capacity that supporting industry enterprises are expecting.

Hội nghị Tăng cường nội địa hóa và phát triển hệ thống nhà cung cấp do VinFast tổ chức, quy tụ hơn 1.000 doanh nghiệp hàng đầu đang hoạt động trong lĩnh vực sản xuất công nghiệp, phụ trợ tại Việt Nam.
The conference on enhancing localization and developing the supplier system organized by VinFast gathered more than 1,000 leading enterprises operating in the field of industrial and supporting production in Vietnam.

Speaking on the sidelines of the conference, Dr. Truong Thi Chi Binh, Vice President and General Secretary of the Vietnam Association of Supporting Industries, expressed that one of the main reasons why Vietnamese supporting industry enterprises have not been able to do much for the automobile industry is because the output is very low, not because the enterprises are not capable of doing it. Most of the enterprises currently making auto parts are having to produce at a loss, because the output is very low. They do it to affirm that Vietnamese enterprises can do automobile business, not for profit because the Vietnamese automobile industry is currently lacking in output.

Mr. Nguyen Van Quan - Director of a plastic components manufacturing enterprise in Bac Ninh shared: " We always hope to have a partner that is large enough and has a long-term vision to invest with peace of mind. VinFast's commitment to guarantee output and support land lease is unprecedented, helping small businesses like us to boldly restructure and expand capacity ."

The event has shown VinFast's consistent strategy of not only being an automobile manufacturer, but also wanting to become a locomotive that leads the development of the entire Vietnamese supporting industry. With a production network expanding globally, Vietnamese businesses participating in the VinFast ecosystem will have the opportunity to step into a big playground, not only serving the domestic market.

However, although the opportunities are clearly opening up, experts also note that, in order to take advantage of the push from VinFast, Vietnamese supporting enterprises need to proactively improve the quality of management, invest in technological innovation, and build a sustainable development strategy instead of thinking about short-term gains. In particular, the shift from producing simple components to products with high technical content requires enterprises to have a global mindset, comply with strict standards on quality, environment and supply chain management.

From a policy perspective, many opinions also suggest that there needs to be closer coordination between the Government, industry associations and "locomotives" such as VinFast to create a stable legal corridor, preferential financial mechanisms and a specialized human resource training system.

According to economic experts, this conference is not simply a business event but also a strong message for a long-term vision for developing the high-tech automobile industry, in which the core is the connection between domestic enterprises and key manufacturers.
