Striving for Ho Chi Minh City to have the same level as other cities in the world
On June 11, 2025, the Prime Minister issued Decision No. 1125/QD-TTg approving the Project to adjust the master plan of Ho Chi Minh City to 2040, with a vision to 2060.
According to the decision, the scope and scale of planning is the entire administrative boundary of Ho Chi Minh City today, including Thu Duc City, 16 districts and 5 counties with a total area of 2,095 km2. The sea encroachment exploitation part according to the Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050 includes: Can Gio sea encroachment urban area and Can Gio international transit port which have been approved for investment policy; the sea space part is implemented according to the law on the sea; marine and island resources and environment.

Regarding the vision to 2060, the Project aims for Ho Chi Minh City to have a development level on par with other cities in the world; to be the economic , financial and service center of Asia, to play a role as a growth pole, a driving force for the development of the Southern region and the whole country; to have a high standard of living and quality of life; to have a distinctive economic and cultural development, attracting international financial institutions and economic groups.
Develop urban space in the direction of promoting creativity and high interaction associated with the development of knowledge-based economy and high technology, improving the efficiency of socio-economic development. Form dynamic areas to promote the role of regional centers and growth poles of the whole country.
Organize the infrastructure system connecting the region between Ho Chi Minh City and neighboring localities, the whole country and internationally according to strategy and key points; strengthen the connection between areas in the City to organize effective urban activities; develop urban areas according to the orientation of public transport development.
Focus on redeveloping existing urban areas, expanding urban development space associated with improving land use efficiency and optimizing the organization of technical infrastructure systems. Create diverse urban spaces, maximize job creation capacity, and aim to develop urban services that meet international standards.
Preserve and promote the values of the city's diverse architectural, landscape and ecological spaces, especially the typical values of urban areas in river and estuary areas, and adapt to climate change.
Connecting production and service activities
Orienting the development of the socio-economic infrastructure system, the Project sets out the goal of continuing to upgrade, develop and form new high-tech zones with a total area of about 2,200 - 2,600 hectares including: Ho Chi Minh City High-Tech Zone; Science and Technology Park in Thu Duc urban area; Phu My Hung High-Tech Zone in Cu Chi district at present. Developing other technology zones in the central urban area and in the current Cu Chi, Binh Chanh and Nha Be districts.
In existing areas, transform space towards enhancing connectivity of production activities, focusing on research and development, perfecting the creative ecosystem to lead the technological level of the region and the country; forming a research space, combining high-tech application, human resource training and production, and trading high-tech products. Create a creative ecosystem, connecting production activities, services and accommodation organization suitable for the new production model.
Focus on developing industrial functions including 33 industrial parks, 3 export processing zones and 7 industrial clusters, with a scale of about 9,200 - 10,200 hectares in areas along Ring Road 3, the bypass of National Highway 22, Hiep Phuoc port and some areas with convenient traffic connection and functional conversion in Binh Chanh, Cu Chi, and Bac Can Gio at present...
Regarding the organization of the financial center, commercial services, and logistics space, the Project clearly states that it will continue to invest in building a national financial center with an international role in the new urban area of Thu Thiem and the urban center area; form a new free trade zone associated with the Can Gio international transit port and Ganh Rai bay when conditions are met according to legal regulations; ensure the supply of technical and technological infrastructure systems, meeting the requirements of diversifying financial and commercial services towards international integration.
Continue to invest and supplement the construction of new commercial service centers, exhibition fairs, and conferences associated with 28 key development areas of the city, public transport hubs, and urban areas; focusing mainly on the Thu Duc urban area and the central urban areas expanding to the North, West, South, and Southeast.
Forming wholesale markets in Thu Duc, Binh Dien and Hoc Mon. Developing core areas and gradually forming commercial routes and streets to serve the needs of buying, selling and exchanging goods of residents and tourists; developing commercial facilities (retail markets, convenience stores, supermarkets...) in urban centers, urban residential areas, clusters and rural residential areas to serve the needs of residents and tourists.
Form and develop commercial service stores in the form of complexes attached to subway stations according to TOD class and in areas conveniently connected to the stations.
Developing 10 logistics centers in Cat Lai, Long Binh, Linh Trung, City High-Tech Park (Thu Duc), Tan Kien (Binh Chanh), Hiep Phuoc (Nha Be), Cu Chi, Hoc Mon and Binh Khanh (Can Gio); connected with Tan Son Nhat International Airport, seaports, dry ports and railway hubs, inter-regional roads with a total scale of about 490 - 600 hectares, becoming the core of key development areas in the city.
