President Luong Cuong visits and delivers policy speech at the Arab League

According to the special correspondent of Vietnam News Agency, within the framework of the State visit to the Republic of Egypt, on the morning of August 4 local time, President Luong Cuong visited and delivered a policy speech at the headquarters of the Arab League in the capital Cairo.

Welcoming the President and the high-level Vietnamese delegation at the headquarters in Cairo were the Secretary-General of the Arab League, Ahmed Aboul Gheit, and Ambassadors and Heads of Missions representing the member states of the Arab League. There, President Luong Cuong and Mr. Ahmed Aboul Gheit witnessed the raising of the Vietnamese flag.

The Arab League is a transnational organization of Arab countries in North Africa, the Horn of Africa, and the Arabian Peninsula, established in 1945 and headquartered in Cairo, Egypt. Its main objective is to promote cooperation, coordinate policies, and protect the interests of its member states.

Currently, the Arab League has 22 member states, including many influential countries that play an important role in the region, such as Egypt, Saudi Arabia, and the United Arab Emirates (UAE). In July 2023, Vietnam and the Arab League established a cooperation mechanism between the Vietnamese Ministry of Foreign Affairs and the Arab League Secretariat.

Speaking here, the President stated that, drawing from the history of solidarity, close ties, and invaluable traditional friendship, Vietnam wishes to jointly write a new chapter in multifaceted cooperation with its brotherly Arab countries for peace , cooperation, and development.

In that spirit, President Luong Cuong shared Vietnam's views on the current global and regional situation; the achievements of the Doi Moi (Renovation) process and Vietnam's orientation in the new era; as well as the vision for relations between Vietnam and Arab countries in the coming time. The President assessed that the world is facing unprecedented challenges, even though peace, cooperation, and development remain the major trends and common aspirations of all nations. While traditional security hotspots in many regions of the world continue to be deadlocked, non-traditional security challenges are becoming increasingly acute, especially climate change, water security, food security, and cybersecurity. Protectionism, trade wars, global fragmentation, and supply chain disruptions due to geopolitical competition have been directly affecting the legitimate interests of developing countries, including Vietnam and Arab countries.

In the current complex situation, the President emphasized that Vietnam hopes all countries in the world will clearly demonstrate their responsibility for world peace, uphold multilateralism, respect the United Nations Charter, international law and widely recognized principles of conduct, as well as respect the legitimate interests of small and medium-sized countries.

Quoting President Ho Chi Minh, the great leader of the Vietnamese people, on "Unity, unity, great unity - Success, success, great success," the President affirmed that this truth remains valid today. The strength of nations lies in the spirit of unity. Therefore, Vietnam and the Arab countries need to strengthen solidarity, uphold the banner of multilateralism, and actively contribute to building a just and equitable world economic and political order based on international law.

Pointing out that Vietnam is a nation that has experienced much suffering and loss from war, and more than anyone else, understands the value of peace, the President stated that the history of Vietnam's relations with former enemies shows the power of dialogue, reconciliation, and the spirit of "setting aside the past and looking towards the future," as prerequisites for nations to coexist peacefully. Therefore, Vietnam is deeply concerned about the use of force, causing prolonged conflict and humanitarian crises in the Middle East today. Vietnam hopes that all relevant parties will find peaceful and sustainable solutions based on international law, through dialogue, to resolve conflicts and disagreements in the region.

The President reiterated Vietnam's consistent stance on the Middle East peace process, which is to firmly support a two-state solution in accordance with international law, the United Nations Charter, and relevant UN resolutions.

Reviewing Vietnam's historically significant achievements over nearly 40 years of Doi Moi (Renovation), the President stated that to achieve these results, Vietnam has consistently focused on building three fundamental elements: building a socialist democracy; building a socialist rule of law state; and building a socialist-oriented market economy.

Drawing from 40 years of experience in the Doi Moi (Renovation) process, the President also shared five major lessons learned, including: Firmly adhering to the goal of national independence and socialism, and steadfastly following the Doi Moi (Renovation) path; Maintaining and strengthening the leading and governing role of the Communist Party of Vietnam as the decisive factor in all the successes of the Doi Moi process; Thoroughly understanding and implementing the principle that "the people are the foundation"; Closely adhering to reality, accurately assessing the situation, and making timely and appropriate decisions; Innovating and perfecting mechanisms and policies to unlock, develop, and effectively utilize all resources for national construction, development, and defense; Continuously renewing thinking, especially strategic thinking.

Regarding the new era, the era of Vietnam's striving to develop into a strong, civilized, and prosperous nation, the President stated that the leaders of the Vietnamese Party and State, headed by General Secretary To Lam, have put forward a new vision and are striving to successfully achieve two strategic goals for the next 100 years: By 2030, the 100th anniversary of the founding of the Communist Party of Vietnam, Vietnam will become a developing country with modern industry and a high-middle income; and by 2045, the 100th anniversary of the founding of the nation, it will become a developed country with a high income.

In terms of foreign policy, Vietnam will continue to consistently pursue an independent, peaceful, self-reliant, multilateral, diversified foreign policy, integrating comprehensively and deeply into the international community, being an active and responsible member of the international community; and actively and responsibly participating in resolving common regional and international issues. In the new era, Vietnam will strengthen the implementation of a comprehensive, modern, and professional diplomacy commensurate with the country's historical, cultural, and national stature; and enhance Vietnam's role and position in world politics, the global economy, and human civilization.

Regarding the historical relationship between the Vietnamese people and the people of Arab countries, the President pointed out that on his journey to find a way to save the country, from the early years of the 20th century, the patriotic young man Nguyen Ai Quoc - later the great President Ho Chi Minh of Vietnam - stopped in Egypt, Algeria, and Tunisia. The deep friendship between the Vietnamese people and the Arab countries has a historical foundation, meticulously nurtured by President Ho Chi Minh himself and the pioneering leaders of many Arab nations.

The President affirmed that during the struggle for national liberation and reunification in the past, as well as in the current process of national construction, Vietnam and Arab countries have always given each other valuable support, encouragement, and assistance. Vietnam always cherishes, preserves, and is very proud to have diplomatic relations with all 22 member states of the Arab League, with cooperation in many areas becoming increasingly substantive and effective.

In the context of a world facing many uncertainties, the aspirations for peace, cooperation, and development of nations are more fervent than ever. The President believes that the traditional friendship between Vietnam and Arab countries in general, and Egypt in particular, built on a foundation of history, trust, and aspirations for development, will continue to flourish.

With that spirit in mind, in order to deepen, stabilize, and sustain the multifaceted friendship and cooperation with Egypt and other Arab countries, the President suggested that it is necessary to continue strengthening political trust to create a solid foundation for multifaceted cooperation; and expressed the desire to further promote exchanges of delegations at all levels with Arab countries and the Arab League, both through bilateral channels and at multilateral conferences and forums.

Emphasizing the need to deepen economic, trade, and investment cooperation, the President pointed out that the two economies complement each other relatively perfectly, creating conditions for further promoting substantive and multifaceted cooperation between the two sides; jointly promoting the development of science, technology, innovation, and digital transformation. Vietnam and Arab countries can also strengthen cooperation in the development of solar energy, wind energy, green hydrogen production, and energy storage technology. This is a promising direction, leveraging the strengths of capital and technology of Arab countries and the potential for renewable energy development in Vietnam.

Furthermore, through the important role of the Arab League, the President also hopes that the governments of member states will create more favorable conditions for the more than 30,000 Vietnamese workers currently working in Saudi Arabia, Kuwait, Qatar, UAE, etc., to settle down, live, and contribute more actively to the socio-economic development of their host countries, as well as to relations between these countries and Vietnam. In addition, both sides should actively promote cultural and artistic exchange programs, increase scholarships for students, especially for Vietnamese students studying Arabic in the region.

The President also suggested that the two sides further strengthen coordination at regional and international multilateral forums. As an active member of the Association of Southeast Asian Nations (ASEAN), Vietnam has been making increasingly positive contributions to resolving common regional and international issues, and is ready to play a bridging role, further promoting cooperation between ASEAN and the Arab League, especially in protecting peace and promoting the building of a just and equitable world order based on international law, where the legitimate voices and aspirations of developing countries are heard and respected.
