The MalaysianEducation Global Services (EMGS), the agency responsible for promoting international education and supporting student visa processing under the Malaysian Ministry of Higher Education, announced on June 9 that it has added a number of countries to the list of countries eligible for the Graduate Pass. This type of visa allows foreigners to stay in Malaysia for up to one year to find and work without requiring a sponsoring company.

According to the Malaysian government , the expansion includes ASEAN countries including Myanmar, the Philippines, Cambodia, Laos, Thailand, Indonesia and Vietnam. This “demonstrates Malaysia’s continued commitment to promoting regional mobility and creating opportunities for graduates,” according to EMGS. Brunei has been included in the Graduate Pass category since its launch in 2024.

So far, citizens from 32 countries, mainly in Southeast Asia, East Asia, Europe and North America, are allowed to stay and work after graduation in Malaysia. In addition, international students from these countries are also allowed to bring their relatives with them for a period of one year. The above policy is similar to many major study abroad destinations such as the UK, Australia, the US..., the only difference is the length of stay.

To apply for a Graduate Pass, applicants must have a passport that is valid for at least 18 months; have completed a bachelor’s degree or higher in Malaysia; provide a letter of completion of the course issued by the university; possess a valid student visa; have valid health insurance for the duration of the Graduate Pass; submit a commitment letter that the sponsor is a Malaysian citizen and that this person has a minimum monthly salary of RM1,500 (VND9.2 million).

International students must also not have any criminal record or have violated any laws in Malaysia if they want to apply for a Graduate Pass, the agency stressed.

The Graduate Pass program was announced by Malaysian Prime Minister Anwar Ibrahim in late 2023 as part of a series of measures under the "Visa Liberalization Plan" to attract more tourists and international students to Malaysia, according to StudyTravel . Initially, the program only allowed citizens from 23 countries to participate, but the list has been continuously expanded over time.

Mr. Megat Mohd Samsul bin Megat Ismail, Senior Manager of Southeast Asia at EMGS, once shared with Thanh Nien that Malaysia does not focus on competing with English-speaking study abroad countries. Instead, the Malaysian Ministry of Higher Education has proposed an initiative to attract more and more branches of world-renowned universities. In addition, Malaysia also supports its universities to open training facilities abroad such as Indonesia and Qatar.

In Southeast Asia, Malaysia is one of the leading countries in international education, attracting 170,000 international students by 2023, including 740 Vietnamese. This country has also become a "stopover" for international students, gathering 11 branches of international universities from Australia, the UK, China and most recently Japan. Most training programs are taught in English, with students from 150 countries and territories.
