More beneficiaries of social assistance policies

At the Special Session of the 7th term of the Khanh Hoa Provincial People's Council, delegates unanimously approved the resolution on Regulations on other disadvantaged subjects not specified in Decree No. 20/2021 of the Government entitled to social assistance policies in the province; with the issuance of this resolution, the province has expanded the subjects entitled to social assistance policies in the area. Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave an interview to Khanh Hoa Newspaper regarding this content.

- Could you please tell us which other subjects will benefit from the province's social assistance policy?

- Implementing the provisions of Decree No. 20/2021 of the Government regulating social assistance policies for social protection beneficiaries, in the province, there are 8 groups of social protection beneficiaries who have enjoyed social assistance policies. At this session, the delegates of the Provincial People's Council unanimously passed a resolution to expand the scope of other disadvantaged groups (outside the 8 groups stipulated in Decree No. 20 of the Government) to enjoy the province's social assistance policies.

Specifically, other disadvantaged groups that are entitled to social assistance policies under this resolution include: People with mild disabilities belonging to the third generation of resistance fighters who were exposed to toxic chemicals; children under 3 years old from poor households or near-poor households who are not subject to the provisions of Decree No. 20 of the Government; children from 3 to under 16 years old whose father or mother is a person with a particularly severe disability belonging to a poor or near-poor household; children from 3 to under 16 years old whose father or mother is a person with a severe disability belonging to a poor or near-poor household; children from 3 to under 16 years old who are orphans of one parent, the other of whom is receiving monthly social allowance. In addition, there are also the following subjects: Elderly people belonging to poor households, who do not have anyone with the obligation and right to support them or have someone who is receiving monthly social allowance; Elderly people from 75 to 80 years old belonging to poor households, near-poor households without pension, social insurance allowance, monthly social allowance; people with serious illnesses according to regulations of competent health agencies belonging to poor households, near-poor households.

- What social assistance policies will these subjects enjoy, sir?

- Subjects in other difficult groups that are expanded this time will enjoy social assistance policies including: Monthly social allowance equal to the social allowance standard prescribed in Resolution No. 02/2023 of the Provincial People's Council on regulating the social assistance standard in the province, with a coefficient of 1.0 (equivalent to 500,000 VND/month); being granted a health insurance card; being supported with funeral expenses upon death, with a support level equal to 20 times the social assistance standard (equivalent to 10 million VND).

The Provincial People's Council's approval of this resolution ensures its conformity, synchronization, and consistency with the current legal system; this is a major policy of the province with important political, social, and economic significance to support vulnerable groups in society to ensure their essential needs and gradually stabilize their lives. Through review, there are 3,125 subjects in the province who will benefit from this policy; it is expected that each year the province will spend nearly 21 billion VND to implement this social security policy. In order for this policy to come into effect and provide timely support to disadvantaged groups, relevant departments, branches, and localities need to carefully review, avoid missing or missing subjects, and promptly implement support policies for these disadvantaged groups.
