Impressive results
Ms. Bui Thu Dung - Project Director of the Khanh Hoa People Speaking English Program said that if in phase 1, the program focused on communication to make people aware, phase 2 expanded to 6/8 districts, towns and cities of the province (Nha Trang, Cam Lam, Dien Khanh, Van Ninh, Ninh Hoa, Cam Ranh), then in phase 3, the program has reaped the first sweet fruits, with specific impacts, beyond expectations. The program has spread to diverse groups of people such as officials, workers, civil servants, businesses, people working in the tourism industry, students at all levels, traders, cyclo drivers, taxi drivers...
By the end of phase 3 (end of June 2025), more than 300,000 people have benefited from the program's activities; 770 English clubs are operating with more than 37,000 members, of which 80% of members are confident in communicating in English; more than 100 English events and competitions have been organized, with 120,000 participants. In addition, more than 5,000 members have participated in specialized English classes; 5,000 people are using the free English learning application EZ English; nearly 100 news and articles spreading the meaning of the program in prestigious newspapers and media channels of the province and the whole country. The program's Facebook page has reached 150,000 followers with millions of accesses, becoming an effective information channel connecting with all classes of people.

Phase 3 also marked creative and effective implementation steps through outstanding activities, a series of events combined with English game shows such as: English Arena, Golden Bell, Sing to shine singing contest, Dai Hai Trinh contest series reaching 32,000 high school students in the province, English contest exclusively for restaurants, hotels, and primary school students in Nha Trang city.
For English clubs, in addition to maintaining stability and a spirit of enthusiastic learning for members, the Khanh Hoa People Speaking English Program has recorded many bright spots such as: Continuously opening new English clubs to directly serve the province's tourism human resources (restaurant - hotel club, cyclo driver club, taxi driver club); establishing and maintaining an English club in Bich Dam residential group (Vinh Nguyen ward, Nha Trang city), contributing to strengthening the human resources on the island. Along with that, the program also opens free English classes for disadvantaged groups, children in difficult circumstances, disabled children, orphans and the children respond with eagerness and enthusiasm.
Social impact is increasingly evident
According to Mr. Tran Anh Tuan - Secretary of the Provincial Youth Union, if in the previous stages, the Khanh Hoa People Speak English Program only stopped at inspiring and creating the habit of using English in daily communication, then in phase 3 there has been a clear shift in both quality and depth. Activities focus more on real-life situations in tourism, trade and daily life, with the expectation of spreading to all Khanh Hoa people, especially the young generation.

In phase 3, the effectiveness and social impact of the program have been clearly demonstrated. Awareness of the importance of English in the community has been raised. Members are more confident when communicating in English with foreigners. The network of English-speaking Khanh Hoa people has grown in quantity and improved in quality. Exchange activities between clubs have created a healthy playground, helping each individual develop English skills. People are also proactive in finding information, building clubs, implementing competitions and events in a professional and methodical manner. This is the foundation to create momentum for the program in phase 4.

At the recent closing ceremony of the third phase of the Khanh Hoa People Speaking English Program, Vice Chairman of the Provincial People's Committee Dinh Van Thieu highly appreciated the efforts of the Program Steering Committee, the Project Management Board and the Provincial Youth Union; at the same time, he acknowledged the close coordination between departments, branches, localities, universities and colleges in the province, and the enthusiastic and comprehensive support from Vingroup . The Vice Chairman of the Provincial People's Committee suggested that in the coming time, the program needs to develop a plan to implement phase 4 (2025-2026) in a more scientific, creative and effective manner. In particular, focusing on improving the quality of training, fostering volunteers and club managers; innovating methods, diversifying forms of activities to attract learners, especially those related to the tourism and service sectors. In addition, continuing to expand the scale to the remaining localities, especially mountainous areas; Prepare necessary conditions to expand the scope of activities after the arrangement of provincial administrative units, focusing initially on areas with potential for tourism development. The application of information technology and online learning platforms also needs to be promoted to popularize English more widely and effectively. At the same time, events and movements within the framework of the program need to be organized in conjunction with major activities of the province, especially events with foreign elements, related to local history, culture, and tourism; promote socialization and diversify resources participating in the program.
