The above task was given by Prime Minister Pham Minh Chinh when speaking at the conclusion of the national conference on preparations for the 2025 high school graduation exam on the afternoon of June 18.

According to the report, in 2025 there will be more than 1.16 million candidates, an increase of nearly 100,000 candidates compared to 2024. Therefore, the Prime Minister requested the close and harmonious coordination of all levels and sectors, and the entire system to ensure the organization of the exam is serious, fair, effective, practical and smooth.

The Prime Minister requested that after the exam, the Ministry of Education and Training needs to continue research and soon have a roadmap and specific plan to build a large enough test bank, ensuring quality and closely following the general education program.

" Develop a project to prepare necessary conditions for a pilot program to organize exams on computers in some localities from 2027, and move towards organizing high school graduation exams on computers as soon as possible, " the Prime Minister assigned the task to the education and training sector.

Regarding the viewpoint on organizing the high school graduation exam in 2025, the Prime Minister pointed out: " taking candidates as the center, the subject - teachers as the driving force - schools as the support - families as the fulcrum - society as the foundation " and required creating the most favorable conditions for each candidate to demonstrate their true abilities in the best possible conditions; honestly and objectively reflecting the quality of teaching and learning.

The Prime Minister emphasized the spirit of "3 guarantees": absolutely ensuring safety, health, honesty, and objectivity in all stages of the exam; ensuring clear responsibilities of relevant agencies in organizing and implementing, leaving no gaps and absolutely not loosening management in the context of organizational restructuring; ensuring the most favorable conditions for candidates taking the exam, from facilities, human resources, healthcare, security, safety, travel support plans to timely and complete information for candidates and parents, not allowing any candidate to be unable to take the exam for subjective reasons.

The Prime Minister instructed the Ministry of Education and Training to ensure that the exam questions are of high quality, closely following the general education program that has been studied, with appropriate levels of differentiation, especially since this year's exam is organized for both students studying under the 2018 general education program and the 2006 general education program.

Besides, it is necessary to pay attention to the transportation and printing of exam papers in large quantities to all provinces and cities to ensure absolute safety and accuracy, avoiding negligence or incidents.

At the request of the head of the Government, the Ministry of Education and Training needs to proactively coordinate closely with the Ministry of Public Security to train and guide localities in implementing solutions to prevent and combat negativity, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams.

In his message to the students, the Prime Minister affirmed that the Government, ministries, branches, localities, the entire political system and the whole society always accompany and create the best conditions for students to enter the exam with confidence, autonomy, self-reliance, and peace of mind to demonstrate their abilities.

" The high school graduation exam is a very important milestone in your journey of learning and growing up. I hope you will be calm, confident, and make the best use of the knowledge and skills you have accumulated, practiced, and studied; consider this not just an exam, but also a beautiful, memorable memory, a milestone in your life, " the Prime Minister suggested.

At the same time, I wish all students to achieve good results, continue to nurture their dreams and ambitions, and constantly practice and contribute to the development of their homeland and country.
