Nhat Tuong, a 12th grade Geography student at Son Tay High School for the Gifted ( Hanoi ), is one of the candidates facing this harsh reality. Tuong said he spent all 3 years of high school studying for the C00 block with the clear goal of studying Law. The schools he plans to apply to include Hanoi Law University, Law University - Vietnam National University, Hanoi, and Hanoi University of Procuracy.
The 2025 high school graduation exam will be held on June 25, 26, 27, and 28. Of which: June 25, 2025 is for exam registration procedures; June 26, 27, 2025 is for exam supervision; June 28, 2025 is reserved.
However, within just a few days, two of the three schools (Law University - VNU Hanoi and Hanoi University of Procuracy) officially announced that they would not consider admission to block C00 in this year's admissions. Similarly, Tuong's secondary choice, Psychology at the University of Social Sciences and Humanities - VNU Hanoi, also excluded block C00 from the admissions group.
The change was so sudden that Nhat Tuong was caught off guard. He shared that because this year's graduation exam only allowed registration for 4 subjects, he chose Math - Literature - History - Geography, corresponding only to the C00 group. Now that the C00 group has been narrowed, he cannot register for any other group. "The chance of being admitted to the schools I want is now very low. I really don't know what to do," Tuong said sadly.
Not only Nhat Tuong, many students who chose block C00 are currently in a state of confusion. On parent and student forums, the wave of indignation is very strong. Many parents believe that announcing a change in the admission combination when the exam is near is unfair and irresponsible to candidates. One parent shared: "If your children have chosen block C00, they will definitely study Math, Literature, History, and Geography from the beginning of the year. Now that the schools have announced that they will not consider it, how can they have time to review the new combination? Not to mention that many children are poor at English or Math, so they cannot switch to the D01 or D14 combination."

The Academy of Journalism and Communication and the University of Law – VNU Hanoi are the first two schools to completely eliminate the Literature – History – Geography combination in the admissions process. The University of Social Sciences and Humanities – VNU Hanoi – considered the cradle of social sciences – also only retains the C00 block in 9/28 training majors, mainly in Han Nom, Philosophy, Religious Studies, History, etc.
Meanwhile, "hot" majors such as Journalism, Psychology, Public Relations, Sociology, International Studies... have all switched to recruiting combinations that include Math or English such as D01 (Math - Literature - English), D14 (Literature - History - English), D15 (Literature - Geography - English). Hanoi Open University, Hanoi Capital University, and many other schools also follow the same trend.
Explaining this change, school representatives said they wanted to choose combinations that more clearly reflected the candidates’ logical thinking ability and integration ability. Combinations with Math or English are considered more suitable for training orientation in the context of globalization, and are also easier to standardize in the admission process.
In addition, many schools have also begun to apply international certificates such as SAT or IELTS as a secondary criterion in admission. For example, the University of Social Sciences and Humanities - VNU Hanoi converts IELTS scores of 7.0 or higher into 10 points in English, and also gives priority points to candidates with high SAT scores.
Whatever the reason, the sudden change is still putting thousands of students in a passive, even deadlocked position. In the face of the anxiety of students and parents, Ms. Nguyen Thi Thanh Hai - aneducation consultant and co-author of the book "Advice on the 10th grade entrance exam", admitted that this is a real shock, especially for students born in 2007, when the exam is only a matter of days away. "I received many messages from students complaining: 'I have studied block C00 for so many years, but at the last minute the schools have dropped it, what meaning does my effort have?'", she shared.
However, Ms. Thanh Hai also advised that students should not panic or despair. Knowledge of Literature - History - Geography is not meaningless. It is still an important foundation for developing critical thinking, argumentation skills and social understanding - essential factors for any career. She also suggested that students can flexibly change direction by applying to schools and majors that still retain the C00 block such as the Pedagogical School, the Academy of Politics, some majors of Cultural Studies, Education, History, or local universities.
"In addition, if you have a foundation in English or Math, students can choose to apply with alternative combinations such as D14, D15, D01. In case you take the HSA exam, this is also an opportunity to open the door to social sciences, social work, psychology, journalism... which many schools are still recruiting. Students should proactively look up the combination of each major and each school, determine their personal strengths and expansion capabilities, do not 'hold' C00 as the only one, but find a new path for themselves!", Ms. Thanh Hai suggested.
