Creating a favorable environment for businesses to thrive.
The private sector has played and continues to play a leading role in the economic development of Thien Loc commune. According to information from the Thien Loc Commune Economic Department, there are currently 1,156 businesses and 1,400 business households operating in the commune; the Thang Long Industrial Park alone has 110 businesses, mainly Japanese FDI enterprises operating in the field of electronic component manufacturing. By the end of 2025, the total value of products in the commune is expected to reach VND 176,381 billion, with the private sector accounting for approximately 91%, affirming its position as the leading economic sector of the locality.
Not only does this sector make a significant contribution to growth, but it also creates stable jobs for tens of thousands of workers, contributing to the modernization of the labor structure. Currently, workers in the industrial and construction sectors account for 49.2%, trade and services account for 47%, while agricultural workers only make up 3.8%. These figures demonstrate the increasingly prominent role of private enterprises in promoting economic restructuring and improvement.

To create a more favorable environment for business development, Thien Loc commune has identified administrative reform as a breakthrough. Accordingly, the locality focuses on reviewing and reducing the time required to process administrative procedures, especially those related to investment, land, and production and business. The local government also emphasizes building an open, collaborative, and development-oriented relationship between the government and businesses, ensuring that all economic sectors are treated equally and transparently.
In addition, solutions such as publicly disclosing land use plans and schemes; accelerating land clearance; decisively addressing delayed projects; and strengthening inspection and supervision without causing inconvenience to businesses are being implemented synchronously. These are important steps to create a transparent, stable, and safe investment environment for the private sector.
Alongside improving the investment environment, Thien Loc commune is focusing on removing "bottlenecks" in resources to promote more substantial development of the private economy. One of the issues of particular concern to the locality is creating conditions for businesses to access land, production facilities, and credit capital.
The local government, in coordination with credit institutions, is expanding access to capital for businesses, especially small and medium-sized enterprises and startups. In addition, the locality encourages business households to convert to the corporate model to improve management efficiency and create further impetus for long-term development.
Along with providing capital and land, Thien Loc commune also focuses on improving the quality of its human resources. Vocational training, business management skills development, application of science and technology, and digital transformation are being strongly promoted. This is considered the foundation for the private sector to improve labor productivity and integrate more deeply into the production and supply chain.
According to the Action Program implementing Resolution No. 68-NQ/TW of the Party Committee of Thien Loc Commune, the goal by 2030 is for over 70% of businesses to use digital platforms in management and production; 100% of businesses to use electronic contracts; and 70 to 80% of businesses to achieve modern governance standards and effectively implement digital transformation. These goals not only reflect the long-term development orientation but also demonstrate the determination to build a dynamic private business community that adapts quickly to the new context.
The local authorities also determined that the development of the private economy should not only focus on expanding the number of businesses but also aim to improve the quality of growth. Businesses are encouraged to innovate technology, develop green production, save energy, and proactively participate in global supply chains.
Fostering an entrepreneurial spirit and promoting collaborative development.

One of the key focuses in implementing Resolution No. 68-NQ/TW in Thien Loc is supporting small and micro enterprises and individual business households. The commune government is strengthening guidance on tax procedures, providing legal support, accounting, and management assistance to help these business households gradually develop more sustainably.
Effective production models and exemplary businesses are promptly recognized and replicated to spread the entrepreneurial spirit within the community. These activities honoring entrepreneurs not only serve as recognition but also encourage innovation and build confidence in the private sector to continue investing and expanding production.
In particular, Thien Loc commune is promoting connections between domestic private enterprises and large enterprises and FDI enterprises in the area, especially in Thang Long Industrial Park. Through production, supply, and consumption linkages, local businesses have more opportunities to participate in larger value chains, enhance their competitiveness, and gradually achieve sustainable development.
With the goal of achieving an average annual production value growth of approximately 11% during the 2026-2030 period, Thien Loc is placing high hopes on the private sector as a new growth engine.
The objectives set out in the Action Program for implementing Resolution No. 68-NQ/TW in Thien Loc demonstrate the determination of the entire political system to unlock social resources, create a favorable investment environment, and maximize the potential of the private economic sector, making it a crucial driving force for the rapid and sustainable development of the commune in the coming years.
