Year-end weather: Widespread heavy rain, cold air coming early

According to the latest assessment of the National Center for Hydro-Meteorological Forecasting (Department of Hydro-Meteorology, Ministry of Agriculture and Environment), from now until the end of 2025, it is forecasted that there will be about 2-3 storms and tropical depressions affecting the mainland. Dangerous weather phenomena such as thunderstorms, tornadoes, lightning, and hail continue to occur nationwide; cold air will become active early and gradually become stronger from around October, increasing sharply from November.

Expert Nguyen Duc Hoa - Deputy Head of the Climate Forecast Department, National Center for Hydro-Meteorological Forecasting, said ENSO (a phenomenon that refers to both El Nino and La Nina, related to air pressure fluctuations between the two coasts of the Eastern Pacific Ocean and the Eastern Indian Ocean) is continuing in neutral conditions, with a standard deviation of sea surface temperature in the central equatorial Pacific Ocean of -0.30 degrees Celsius.

It is forecasted that from September to November 2025, ENSO is likely to maintain a neutral state with a probability of 60-70%.

With the above meteorological trend, the National Center for Hydro-Meteorological Forecasting predicts that in the next 3 months, storms and tropical depressions operating in the East Sea and affecting Vietnam's mainland are likely to be at a level approximately equal to the average of many years. There will likely be about 5.9 storms or tropical depressions in the East Sea; of which about 2.9 will make landfall.

“It is necessary to pay attention to storms and tropical depressions appearing right in the East Sea area,” expert Nguyen Duc Hoa emphasized.

Regarding cold air, a representative of the National Center for Hydro-Meteorological Forecasting said that according to the forecast, cold air will become active early and gradually become stronger from around October, increasing sharply from November. Severe cold and severe cold are likely to appear at a level approximately equal to the average of many years in the same period.

Also during the period from September to November 2025, according to the forecast of the national hydro-meteorological agency, dangerous weather phenomena such as thunderstorms, tornadoes, lightning, hail and strong gusts of wind will continue to occur nationwide.

In particular, moderate and heavy rains are likely to appear in areas across the country (concentrated in the North in September and in the Central region in October-November 2025). “Thus, the peak of the storm season and heavy rains will be concentrated in the end of the year in the area from Thanh Hoa to Hue and the coastal provinces of the South Central region, especially around October and November,” Mr. Hoa noted.

Regarding the hot weather trend, Mr. Hoa forecasts that in September, the hot weather will tend to decrease gradually in the area from Thanh Hoa to Hue and the South Central Coast; the widespread hot weather is likely to end in the Northern region.

Temperatures in the next 3 months across the country will generally be approximately the same as the average for the same period in many years; in November in the Northern Delta region, from Thanh Hoa to Hue, temperatures will tend to be 0.5-1 degrees Celsius lower than the average for the same period in many years.

In the above climatic conditions, according to the National Center for Hydro-Meteorological Forecasting, storms, tropical depressions, southwest monsoons and northeast monsoons cause strong winds and large waves that may affect the activities of ships. Hot weather, heavy rains, thunderstorms, tornadoes, lightning and hail may negatively affect production activities and public health.

Beware of cold, frost and ice

In the last month of 2025 and the first two months of 2026, expert Nguyen Duc Hoa said that ENSO is still likely to remain neutral and lean towards the cold phase, but has not yet reached La Nina status.

With the above meteorological trend, Mr. Hoa forecasts that from December 2025 to February 2026, there will likely be about 1.4 storms and tropical depressions in the East Sea; of which about 0.2 storms are likely to affect the mainland.

Although the frequency of storms and tropical depressions during this period is low, storms, tropical depressions and the Northeast monsoon are still capable of causing strong winds and large waves that affect activities in the East Sea area.

Also during the forecast period, there is a possibility of dangerous weather phenomena such as thunderstorms, tornadoes, lightning and strong gusts of wind (concentrated in December 2025) occurring nationwide. These dangerous weather phenomena can negatively affect production activities and public health.

Cold air is also forecast to continue to increase in intensity and frequency; severe cold is likely to occur at a level approximately equal to the average of many years in the same period. Notably, severe cold, frost, frost, and ice may affect public health and crops and livestock.

Regarding rainfall trends, according to forecasts, in December 2025, there is also a possibility of moderate and heavy rains in the provinces from Quang Tri to Quang Ngai, Khanh Hoa and the eastern part of Gia Lai to Lam Dong provinces.

In the context of climate change, weather and climate are becoming increasingly complex with many dangerous and extreme forms such as heavy rain in a short time, flash floods, landslides, the national hydrometeorological agency recommends that people need to regularly update and integrate hydrometeorological forecast and warning information in short-term bulletins of the next 1-3 days, to promptly adjust production plans and appropriate response plans.

Along with that, localities and businesses need to pay attention to appropriate reservoir operation plans, ensuring safety of works and downstream areas, and ensuring safety for production activities and people's lives./.
