The foundation for effective operation of two-level local government

On July 1, 2025, 166 new communes and wards in Thanh Hoa province came into operation. This is not just a mechanical adjustment in terms of organization, but requires synchronization in leadership thinking, management methods, and first of all, the central role of the Party organization at the grassroots level.

After merging 6 communes including Hoang Loc, Hoang Thanh, Hoang Trach, Hoang Thai, Hoang Thinh and Hoang Tan, Hoang Loc Commune Party Committee has 64 subordinate Party cells and more than 1,600 Party members. Not avoiding the initial difficulties due to the merger, the Commune Party Committee has determined the motto "Solidarity - Democracy - Creativity - Development", with the strategic goal: to build a commune that meets advanced NTM standards before 2030, becoming a ward before 2035. To achieve this goal, it is necessary to innovate the governance model, improve operational capacity, modernize infrastructure, improve the quality of people's lives and most importantly: the Party must be strong, the organization must be strong, cadres must be close to the people, for the people, and respect the people.

Talking to us, Hoang Loc Commune Party Secretary Le Nguyen Thanh said: “Implementing a two-level local government is a big turning point. The commune Party Committee has focused on stabilizing the organization and creating a competitive atmosphere among each cadre and party member. Everything must be close to the grassroots, solving each issue of concern to the people to create consensus. After more than 1 month of operation, the government apparatus in Hoang Loc operates smoothly and in order; cadres of administrative departments directly come to the people, listen and handle each specific recommendation. In particular, Party cells and organizations continue to play a key role in connecting the government with the people. The patriotic emulation movement, maintaining order, environmental sanitation, and residential culture is spreading more and more strongly."

Not only in Hoang Loc, currently party committees at all levels in localities after the rearrangement are showing a breakthrough movement when party committees and party cells clearly demonstrate their leadership role in orienting, criticizing and supervising government activities.

In the spirit of closely following the Central Resolutions on the organization of the apparatus and the construction of local government, the Standing Committee of Thanh Hoa Provincial Party Committee has promptly issued directive documents to ensure the synchronization between the Party organization and the government system in the whole province. In many localities, Party committees have promoted their leadership role in carrying out political tasks, supervising the implementation of public duties, ensuring the integrity - effectiveness - for the people of each government department.

One of the highlights is the innovation of the content and methods of Party cell activities, linking theory with practice, taking the results of serving the people as a measure of leadership effectiveness. Many Party committees have directed thematic activities, associated with solving pressing issues such as administrative procedure reform, site clearance, environmental protection, social security, etc.

In the work of developing new Party members, Party committees at all levels have paid attention to training outstanding masses to create a source of Party members. At the Hoang Loc Commune Party Committee, on the occasion of the 95th anniversary of the founding of the Provincial Party Committee (July 29, 1930 - July 29, 2025), the Commune Party Committee admitted 2 new Party members; monitored and trained 15 outstanding masses and considered admitting 5 outstanding masses into the Party on the occasion of the upcoming National Day, September 2. This affirms the importance of building a successor team, ensuring the continuity of the Party's leadership at the grassroots level.

Determining that building a strong Party first and foremost is to make the Party truly attached to the people, close to the people, respect the people and dare to take responsibility before the people. In many localities in the province, after implementing the two-level local government, cadres and party members proactively go to the grassroots, survey each residential area, grasp the thoughts, mobilize explanations, and remove obstacles. The Party organization's "going ahead - paving the way" mindset is changing the administrative working style, gradually building a model of service government. The role of the leader is promoted, not only in words but also through concrete results in handling work.

Through research in many communes and wards, we found that the leadership work in building the government was carried out systematically, promoting collective intelligence, internal democracy and a high sense of personal responsibility. Many cadres and party members took the lead in learning digital transformation, applying information technology in serving the people, moving towards the model of "digital government at the commune level". The close connection between the Party organization, the government, the Fatherland Front and mass organizations is creating a unified, connected entity, sharing responsibility, and improving operational efficiency. Building a strong Party organization capable of leading the two-level local government is no longer a theoretical requirement, but has become a vivid reality in Thanh Hoa province. From correct policies to drastic actions of Party committees at all levels, especially innovation in thinking and leadership methods at the grassroots level, are gradually creating fundamental changes in local governance, improving the effectiveness and efficiency of government operations, and increasingly serving people's lives better.

Secretary of the Hoang Loc Commune Party Committee Le Nguyen Thanh shared: The two-level local government can only operate smoothly when it is placed on the solid foundation of an honest, disciplined Party organization, closely attached to the people and able to transform revolutionary values into concrete actions in management and administration. Practice has proven that where the Party is strong, the government is strong; where the Party cell is close, the people's hearts are steadfast.

In the period of transforming the management model, innovating the organizational apparatus and operating methods, more than ever, the requirement of building a strong Party must be put first, with high political determination and concrete actions, without bureaucracy or formality. This is the fulcrum for Thanh Hoa to make a breakthrough in creating a modern, democratic, and rule-of-law 2-level local government, aiming at the goal of sustainable and comprehensive development in the new period.
