The whole A Xay village has 176 households with 658 people, of which the ethnic minority rate accounts for over 94%; the poverty rate is up to nearly 40%; the average income is only about 18 million VND/person/year; harsh natural conditions; low quality of human resources; limited awareness of people; backward production labor skills; infrastructure has not met the requirements of local socio -economic development.
Mr. Mac Van Hung - Head of A Xay village shared: Previously, the income of villagers mainly came from growing corn, cassava and working for hire. There was no investment in the transport infrastructure within the village and within the fields. Some roads leading to production areas were dusty when it was sunny and muddy when it rained, making it difficult to travel and transport agricultural products. Therefore, at the time of harvesting crops, traders used the excuse that cargo trucks could not enter to lower prices and demand high transportation costs. In addition, many areas still lack domestic water and makeshift houses, making people's lives difficult. In the face of the above difficulties, with high determination and close adherence to the direction of the Central Government and the province on implementing the National Target Program on socio-economic development in the Ethnic Minority Region. From the allocated capital, the village has invested in 4 traffic works, repairing and dredging canals and degraded irrigation works with a budget of nearly 6.5 billion VND; vocational training for 50 young people in the village; repairing and putting into use cultural houses and community houses; supporting farmers to develop production according to the value chain... Especially community livelihood models with high economic efficiency such as: Black pig farming model, green-skinned grapefruit growing, breeding cows.
According to Village Chief Mac Van Hung, among the above models, the breeding cow model was the most effective with 49 participating households (including 35 poor households, 11 near-poor households and 3 good producers). The households were divided into 3 groups; the groups were trained in techniques, barns, grass varieties, feed and breeding support; the total number of breeding cows supported in the program was 72. After 1 year of implementation, the herd of cows developed well, of which 40 breeding cows gave birth to their first litter. Pointing to the 15-day-old calf, Ms. Cao Thi Dung - a member of the breeding cow model shared: "The implementation model has been effective, creating a positive change for the people in the village, creating a joyful atmosphere, solidarity, and enthusiastic work".

In addition, up to now, the village has effectively implemented the green-skin pomelo growing model, with about 80% of the villagers growing green-skin pomelos with more than 40 hectares. The pomelos grown in the village are delicious and juicy, attracting many traders to come to the garden to buy them, and there are green-skin pomelo products in the village that have achieved 3-star OCOP products. Many households in the village have had stable income from green-skin pomelos, black pigs, and breeding cows, such as Mr. Cao Dang, Cao Thi Dung, Nong Thi Dao, etc.
Ms. Ca Tong Thi Men - Chairman of Tay Khanh Vinh Commune People's Committee said: "The national target program for socio-economic development in the ethnic minority and mountainous regions has created positive changes in all areas, the speed of socio-economic development has increased faster than before. By the end of 2024, the poverty rate in the village was only 7.43% (down 31.96% compared to the beginning of the term), thanks to which, A Xay village has escaped the status of a particularly difficult village. Life has developed, the average income per capita of the whole village has increased to 28 million VND/person/year, of which the income of ethnic minorities reached 25 million VND/person/year; infrastructure has been improved, the transportation system, community houses have been built, the shortage of basic housing has been resolved, there are no more households living in temporary houses, dilapidated houses; ethnic cultural values have been preserved and promoted, the information, culture and sports network has developed, people have gone out "Emulating economic development, actively participating with local Party committees and authorities to build A Xay village increasingly rich and beautiful, worthy of the title "Uncle Ho village".
